This book was released on 2003 with total page 61 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thesis analyzes the potential effectiveness of preventive war, preventive strikes, and interdiction as tools for the United States to counter the proliferation of weapons of mass destruction (WMD) Examination of these three counterproliferation techniques is important because the George W Bush administration has given more prominence to military operations to deal with WMD threats, Six historical cases of preventive war, preventive strikes, and interdiction, against adversarial WMD programs are examined to show the conditions that make military options desirable and effective and the issues that make their implementation difficult, These case studies reveal that interdiction and preventive strikes are viable and can be effective under very limited legal, political, and military circumstances, Although the United States successfully conducted a preventive war against Saddam Hussein's Iraq, this strategy is not likely to succeed in the cases of Iran and North Korea.

Available in PDF, EPUB and Kindle. Book excerpt: The United States is now in the third year of the global war on terrorism. That war began as a fi ght against the organization that perpetrated the heinous attacks of September 11, 2001, but soon became a much more ambitious enterprise, encompassing, among other things, an invasion and occupation of Iraq. As part of the war on terrorism, the United States has committed not only to ridding the world of terrorism as a means of violence but also to transforming Iraq into a prosperous democratic beacon for the rest of the autocratically ruled and economically stagnant Middle East to follow. Dr. Jeffrey Record examines three features of the war on terrorism as currently defi ned and conducted: (1) the administration's postulation of the terrorist threat, (2) the scope and feasibility of U.S. war aims, and (3) the war's political, fi scal, and military sustainability. He fi nds that the war on terrorism-as opposed to the campaign against al-Qaeda-lacks strategic clarity...
Book Synopsis Post-Cold War Conflict Deterrence by : Naval Studies Board
Download or read book Post-Cold War Conflict Deterrence written by Naval Studies Board and published by National Academies Press. This book was released on 1997-04-16 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
Book Synopsis Nuclear Proliferation and International Security by : Sverre Lodgaard
Download or read book Nuclear Proliferation and International Security written by Sverre Lodgaard and published by Routledge. This book was released on 2007-06-11 with total page 382 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Nuclear Non-Proliferation Treaty has long been key in non-proliferation and disarmament activities. The Treaty is the major international legal obstacle for states seeking nuclear weapon capabilities. In retrospect, and despite setbacks, the overall impact of the Nuclear Non-Proliferation Treaty has been significant and gratifying. Its continued success is by no means guaranteed. As old nuclear dangers persist and new ones evolve, policies to halt nuclear proliferation are more disparate than at any other time. Nuclear weapons remain an essential part of the security policies of leading states and many developmental states maintain strong nuclear weapon ambitions, while terrorists have actively been seeking nuclear capabilities. In search of an overarching strategy that recognizes both the flaws of the existing non-proliferation regime, and the value of some of the corrections proposed by regime critics, this volume assesses contemporary efforts to stem nuclear proliferation. In doing so, Nuclear Proliferation and International Security examines a number of cases with a view to recommending better non-proliferation tools and strategies. The contributors comprise renowned international scholars, who have been selected to obtain the best possible analyses of critically important issues related to international non-proliferation dynamics and the future integrity of the Non-Proliferation Treaty.

Book Synopsis Getting MAD: Nuclear Mutual Assured Destruction, Its Origins and Practice by :
Download or read book Getting MAD: Nuclear Mutual Assured Destruction, Its Origins and Practice written by and published by DIANE Publishing. This book was released on 2004 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."
Book Synopsis Routledge Handbook of Nuclear Proliferation and Policy by : Joseph F. Pilat
Download or read book Routledge Handbook of Nuclear Proliferation and Policy written by Joseph F. Pilat and published by Routledge. This book was released on 2015-05-15 with total page 651 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new Handbook is a comprehensive examination of the rich and complex issues of nuclear proliferation in the early 21st century. The future of the decades-long effort to prevent the further spread of weapons of mass destruction is at a crossroads today. If international nonproliferation efforts are to be successful, an integrated, multi-tiered response will almost certainly be necessary. A serious, thorough, and clear-eyed examination of the range of threats, challenges, and opportunities facing the international community is a necessary first step. This Handbook, which presents the most up-to-date analysis and policy recommendations on these critical issues by recognized, leading scholars in the field, intends to provide such an examination. The volume is divided into three major parts: Part I presents detailed threat assessments of proliferation risks across the globe, including specific regions and countries. Part II explains the various tools developed by the international community to address these proliferation threats. Part III addresses the proliferation risks and political challenges arising from nuclear energy production, including potential proliferation by aspiring states and nonstate groups. This Handbook will be of great interest to students and practitioners of nuclear proliferation, arms control, global governance, diplomacy, and global security and IR general.

Book Synopsis Deterrence Theory and Chinese Behavior by : Abram N. Shulsky
Download or read book Deterrence Theory and Chinese Behavior written by Abram N. Shulsky and published by Rand Corporation. This book was released on 2000 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: China's recent reforms have led to unprecedented economic growth; if this continues, China will be able to turn its great potential power into actual power. The result could be, in the very long term, the rise of China as a rival to the United States as the world's predominant power; in the nearer term, China could become a significant rival in the East Asian region. In this context, the issue for U.S. policy is how to handle a rising power, a problem that predominant powers have faced many times throughout history. It is the contention of this report that the future Sino-U.S. context will illustrate many of the problems of deterrence theory that have been discussed in recent decades; deterrence theory will be, in general, more difficult to apply than it was in the U.S.-Soviet Cold War context. The key may be to seek nonmilitary means of deterrence, i.e., diplomatic ways to manipulate the tension to China's disadvantage.
Book Synopsis Strategic Appraisal by : Zalmay Khalilzad
Download or read book Strategic Appraisal written by Zalmay Khalilzad and published by Rand Corporation. This book was released on 1999-05-11 with total page 479 pages. Available in PDF, EPUB and Kindle. Book excerpt: Advances in information technology have led us to rely on easy communication and readily available information--both in our personal lives and in the life of our nation. For the most part, we have rightly welcomed these changes. But information that is readily available is available to friend and foe alike; a system that relies on communication can become useless if its ability to communicate is interfered with or destroyed. Because this reliance is so general, attacks on the information infrastructure can have widespread effects, both for the military and for society. And such attacks can come from a variety of sources, some difficult or impossible to identify. This, the third volume in the Strategic Appraisal series, draws on the expertise of researchers from across RAND to explore the opportunities and vulnerabilities inherent in the increasing reliance on information technology, looking both at its usefulness to the warrior and the need to protect its usefulness for everyone. The Strategic Appraisal series is intended to review, for a broad audience, issues bearing on national security and defense planning.
Book Synopsis Fear's Empire: War, Terrorism, and Democracy by : Benjamin R. Barber

This book was released on 2004-10-17 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Fear's Empire lays the foundation for a principled opposition based on America's truest and best values."--Senator Gary Hart The author of Jihad vs. McWorld analyzes how American foreign policy has gone wrongand how it could go right. In this hard-hitting but pragmatic new critique of the Bush administration's foreign policy, Benjamin R. Barber exposes in detail the folly of an agenda of preventive war, placing it in the context of two hundred years of American strategic doctrine (including the recent history of deterrence and containment). He shows how chosen "rogue states" have been made to stand in for terrorists too difficult to locate and destroy, and how the United States continues to support dictatorship in nations it regards as friends, while still believing we can impose democracy on vanquished enemies at the barrel of a gun. Barber argues for an America that promotes cooperation, multilateralism, international law, and pooled sovereignty. For as law and citizenship alone secure liberty within nations, law and citizenship alone can secure liberty among them, freeing them from fear.

Book Synopsis Global Health Security by : Anthony J. Masys
Download or read book Global Health Security written by Anthony J. Masys and published by Springer Nature. This book was released on 2020-01-01 with total page 425 pages. Available in PDF, EPUB and Kindle. Book excerpt: With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats. Understanding the challenges that confront us and the tools we have to overcome them will allow us to face our future with confidence.
Book Synopsis The Paradox of Power by : David C. Gompert
Download or read book The Paradox of Power written by David C. Gompert and published by Government Printing Office. This book was released on 2020 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: The second half of the 20th century featured a strategic competition between the United States and the Soviet Union. That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

Book Synopsis Making Twenty-First-Century Strategy by : Dennis M. Drew
Download or read book Making Twenty-First-Century Strategy written by Dennis M. Drew and published by www.Militarybookshop.CompanyUK. This book was released on 2010-05 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new work defines national security strategy, its objectives, the problems it confronts, and the influences that constrain and facilitate its development and implementation in a post-Cold War, post-9/11 environment. The authors note that making and implementing national strategy centers on risk management and present a model for assessing strategic risks and the process for allocating limited resources to reduce them. The major threats facing the United States now come from its unique status as "the sole remaining superpower" against which no nation-state or other entity can hope to compete through conventional means. The alternative is what is now called asymmetrical or fourth generation warfare. Drew and Snow discuss all these factors in detail and bring them together by examining the continuing problems of making strategy in a changed and changing world. Originally published in 2006.
