With chapters written by experts in their fields, this book provides the reader with detailed definitions of extremism; the psychology of extremists and the causes of radicalisation; policing extremism within a counter-terrorism context; community policing approaches to combating extremism; the legal frameworks and legislation regarding extremism and its limitations in an international setting; and public perceptions and understanding of extremism. It is crucial for policing professionals, policy-makers and academics to have a detailed understanding of government policy and the methods towards tackling extremism from a policing and community level. Extremism, Counter-terrorism and Policing gives a policing rationale alongside specific community approaches towards tackling extremist threats and provides key details for policy readers as well as academics.

Book excerpt: This document discusses the types of resources that police may want to consider when developing their terrorism prevention and response plan. To deal effectively with the threat of domestic terrorism, the police must be able to manage and coordinate different sources of data and intelligence. They must also process them in such a way as to provide an enhanced understanding of actual or potential criminal activity. In recent years, technological advances have resulted in vast improvements in data gathering techniques, including in-field laptops, automated computer aided dispatch systems, and geographical information systems. Some police departments are finding value in combining law enforcement data with other types of data to examine crime problems in greater depth. These data are being used both in the aggregate and at the incident level. The importance of incident level data is that it can be analyzed by different levels of geography (address, beat, reporting district) as well as by other variables. Non-law enforcement types of data such as pawn information and drug court information are often available in incident level format and when combined with the more traditional law enforcement data, can allow for numerous analytical possibilities. Agencies are now recognizing the benefits of data sharing across institutions and jurisdictions. There is also the need to ensure that police personnel receive the necessary training to make certain that they have the tools required to effectively respond to terrorist attacks. The importance of communications interoperability was reaffirmed during the recent terrorist attacks. Technology can assist local law enforcement by delivering timely and consistent information to the community. Agencies need to assess the community2s needs and develop an approach that is tailored to the distinctive characteristics and requirements that exist within each individual jurisdiction.

Book excerpt: Based primarily upon information from the UK Special Branch Counterterrorism Unit, Policing Terrorism: Research Studies into Police Counterterrorism Investigations takes you through the mechanics of a counterterrorism investigation. A combination of legal and empirical research, this entry in the Advances in Police Theory and Practice book series examines subjects that include surveillance, intelligence gathering, and informants. It also addresses practical obstacles in counterterrorist investigations. The first section of the book conducts a comparative study of laws governing terrorist investigations in the UK, US, Canada, and Australia. It compares the legal definition of terrorism in each country and how it has been incorporated into the statutes regarding terrorism—except in the case of the US, which has not established a definition of terrorism. The book locates similarities in the legal jurisdictions of cooperating countries and discusses how legal gaps can create difficulties for international cooperation. The second section contains empirical studies on practical aspects of terrorist investigations and the activities of terrorist organizations. It evaluates operational officers’ discretion in using the powers granted to them and analyzes terrorist organizations’ methods in radicalizing and recruiting people to their causes. It also explores the critical role of informants in gathering intelligence, covering a broad range of issues including integrity, risk assessment, ethics of handling informants, police interrogation of suspects, and the use of informants at trial. With many governments currently at a high threat level, increased international cooperation among counterterrorism agencies is imperative. Policing Terrorism presents several pathways to generating more effective cooperation. It provides you with information on factors that help or hurt cooperation while suggesting what can be done to improve current counterterrorist laws and practices.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the challenges of combating terrorism from a policing perspective using the example of the Royal Ulster Constabulary GC (RUC) in Northern Ireland. The RUC was in the frontline of counter-terrorism work for thirty years of conflict during which time it also provided a normal policing service to the public. However, combating a protracted and vicious terrorist campaign exacted a heaving price on the force. Importantly, the book addresses a seriously under-researched theme in terrorism studies, namely, the impact of terrorism on members of the security forces. Accordingly, the book examines how officers have been affected by the conflict as terrorists adopted a strategy which targeted them both on and off duty. This resulted in a high percentage of officers being killed whilst off duty - sometimes in the company of their wives and children. The experience of officers' wives is also documented thus highlighting the familial impact of terrorism. Generally speaking, the victims of terrorist attacks have received scant scholarly attention which has resulted in victims' experiences being little understood. This piece of work casts a specific and unique light on the nature of victimhood as it has been experienced by members of this branch of the security forces in Northern Ireland.

Available in PDF, EPUB and Kindle. Book excerpt: Historically, countering terrorism has been something that security services have carried out on behalf of the state, without community consultation or consent. Since 9/11 however, this tradition has increasingly been questioned and the idea that communities have the potential to defeat al Qaeda - related or influenced terrorism has gained ascendency across policy, security and other contexts. Based on research in the US, Britain and Northern Ireland, this book examines the involvement of Muslim and other communities in terror crime prevention work, exploring the complexities of community involvement as well as its advantages and examining how trusting relationships between police, security services and communities can be built.

Book excerpt: Police officers on the beat, officers on patrol, all cops - local, state, tribal and federal, 750,000 strong - doing what they do every day are the first and most effective line of defense against terrorist acts committed in the Homeland. This manual is designed to overcome the failure of our national counter-terrorist strategy to better utilize local cops in homeland security by providing essential and practical knowledge local officers can use to identify terrorist precursor activities and more effectively interdict and prevent terrorist attacks from occurring. The goal is to acquaint officers with proactive "first preventer" knowledge and tactics so they can make police counterterrorism an integral part of their duties. Numerous case studies flesh out concepts such as terrorism, homeland security, terrorist threats posed by different terror groups, police counterterrorism intelligence, lone wolf terrorism, behavioral indicators of Islamist radicalization, terrorist tradecraft, terrorism indicators and warning signs, the terrorist attack cycle, terrorist attack tactics such as sniping, weapons of mass destruction, arson, improvised explosive devices (IEDs), suicide bombing tactics and surveillance detection techniques. This manual is an excellent source of basic to intermediate training for intelligence analysts, members of Joint Terrorism Task Forces, criminal intelligence investigators, and all police officers.
