Book excerpt: A personnel security investigation is an inquiry into the activities of an individual to make sure he/she is reliable, trustworthy, loyal, and of good character. Authorities use the information to determine a person's suitability, security eligibility, and loyalty. There are two basic types of investigations: one called full field, which is extensive; and one called national agency check and inquiry, which is less so. Each includes a check of Federal agency arrest and investigative records. The extent of the investigation is determined by the sensitivity of the job. Of the $72 million spent on about 1.3 million investigations in fiscal year 1978, $62 million was for full-field investigations. Costs vary widely and cannot be compared, because there is no uniform method to develop the costs of investigations. There has been little progress toward consolidation since previous recommendations that selected civilian personnel investigations be consolidated. Some Federal agencies prefer to make their own personnel security investigations of Federal and contractor employees and military personnel because of the belief that they cost less, take less time, and are more thorough than investigations made by the Office of Personnel Management, which has the primary responsibility. There is no way to measure how much could be saved by consolidating personnel security investigations, because agencies do not have comparable cost data. Savings from transferring investigative activities to a single agency would be limited to potential benefits, such as eliminating duplicate or unnecessry overhead and stabilizing workload. Opportunities to consolidate personnel investigations also may be limited by many laws and Executive Orders. Some agencies are improving the timeliness and efficiency of their personnel security investigations by reducing their extent, determining more carefully those positions requiring full-field type, and using investigators more effectively.

The 2004 Intelligence Reform and Terrorism Prevention Act and the resulting governmentwide reform (led by the Performance Accountability Council) helped to improve the timeliness and quality of investigations. GAO was asked to (1) identify the cost trends related to OPM's background investigations since fiscal year 2005 and the principal factors driving OPM's costs, (2) assess how OPM develops the background investigation prices it charges to agencies and the extent to which the basis of these prices is transparent, and (3) assess the extent to which governmentwide reform efforts have focused on reducing costs. For this review, GAO analyzed OPM's reported background investigation cost, workload and pricing data from fiscal years 2005 to 2011; examined key background investigation reform effort documents; and conducted interviews with executive branch agencies' officials. GAO recommends that OPM provide customer agencies better information on the costs of background investigations and identify and address efficiencies that could lead to cost savings. GAO also recommends that the Office of Management and Budget (OMB), through the Performance Accountability Council, expand its reform focus to identify opportunities for cost savings. OPM and OMB concurred; however, OPM raised issues with the basis of some of GAO, s findings. GAO disagrees and addresses these issues in this report.

Book excerpt: Our independent analysis of timeliness data showed that industry personnel contracted to work for the federal government waited more than one year on average to receive top secret clearances, longer than OPM-produced statistics would suggest. Our analysis of 2,259 cases for industry personnel who were granted top secret clearance eligibility in January and February 2006 had an average of 446 days for an initial clearance and 545 days for a clearance update. While OMB has issued a goal that the application-submission phase of the clearance process will take no longer than 14 days by December 17, 2006, this phase took an average of 111 days. OPM s current procedures for measuring application submission timeliness do not fully capture all of the time in the application process that starts when the application form is submitted by the facility security officer to the federal government. Inaccurate data that the employee provided in the application, multiple reviews of the application, and manual entry of some application forms are some of the causes for the extended application-submission phase. In addition, our analyses showed that OPM took an average of 286 days to complete the initial investigations for top secret clearances, well in excess of the 180-day goal (no goal is given for clearance update investigations) specified in the government wide plan for improving the clearance process. Factors contributing to the slowness of completing the investigation phase include an inexperienced investigative workforce that has not reached its full performance level; and problems accessing national, state, and local records.
