Book excerpt: Excerpt from Public Utilities Their Cost New and Depreciation The valuation of public utility undertakings is a mixed question of fact, judgment and law. A comprehensive treatment of this subject requires the combined knowledge of the engineer, the economist and the lawyer. The fol lowing pages, written by an engineer, cannot be offered as an authoritative discussion of the legal questions involved. On the other hand the engineer, who is called upon to prepare and present most of the figures required by courts and commissions as evidence of the value of the property of such undertakings, must have a sufficient knowledge of the legal questions that are at issue to enable him to obtain properly and intelligently the figures needed by the tribunals whose duty it is to assign the fair present value. This must be offered in explanation of the many quotations from decisions of courts and commissions which have been incorporated in the present volume. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Public Utility Rate Fixing: Comments on Current Problems Pertaining to Public Utilities and to Rate Fixing A number of articles dealing with the problem of fixing public utility rates and related matters, originally contributed to the Journal of Electricity, have been assembled in this volume. One, by Capt. C. E. Grunsky, Jr., entitled Fair Value and the Rate Base has been included and Will be found at the end of the volume. As these articles are here reproduced from the original plates, this fact will sufficiently explain what might otherwise be classed as too frequent repetition of certain fundamental truths, such as the statement that it is illogical to make value which results from the earnings and therefore, too, from the rates, the basis of the calcu lation when rates are to be fixed. That some of the ideas here presented may prove helpful to those who are engaged in determining fair rates for the output of public utilities or in prescribing methods of pro cedure when rates are to be fixed, and that, the war having ended, this little volume may assist in the solution of some of the economic problems which will arise in the readjustment of affairs to peace condi tions, is the hope of the author. Book excerpt: Excerpt from The Setting of Allowed Rates of Return for Public Utilities Regulation of public utilities usually involves the setting of maximum overall rates of return which the firms are allowed to earn. These rates are normally applied on some measure of the firm's "rate base" which is also determined by the regulators. Normally the "rate base" is some variant of the firm's book value. Through court decisions general standards have developed as to the spirit of regulation. The return allowed must be sufficient to attract capital in the market. It must be commensurate to returns enjoyed by firms which face corresponding risks. (1). The meaning of these general notions to the economist is fairly clear. Returns allowed must somehow reflect the opportunity costs of capital. (2) In actuality, two prevalent practices seem to characterize regulatory rates. On the one hand commissions deal in units of book value. They estimate the overall rate from accounting statements and apply it on the rate base. On the other hand, they tend to use as a standard for comparable earnings the book rates of return of similar firms, usually firms in the same line of business. There is no necessary systematic relationship between book and real rates of return across a sample of firms. Book excerpt: Urban Sprawl is not simply a development that undercuts the quality of life for suburbanites. It has raised alarms across the nation, as fair housing advocates, environmentalists, land use planners, and even many suburban employers who cannot find the workers they need, have recognized that the costs go far beyond aesthetics. Despite the agreement that something needs to be done, there is no consensus on what works. Urban Sprawl: Causes, Consequences, and Policy Responses assembles leading scholars who analyze the major causes and consequences of urban sprawl and the policy initiatives that are being explored in response to these developments.

Book excerpt: Available online via SciVerse ScienceDirect, or in print for a limited time only, The International Encyclopedia of Housing and Home, Seven Volume Set is the first international reference work for housing scholars and professionals, that uses studies in economics and finance, psychology, social policy, sociology, anthropology, geography, architecture, law, and other disciplines to create an international portrait of housing in all its facets: from meanings of home at the microscale, to impacts on macro-economy. This comprehensive work is edited by distinguished housing expert Susan J. Smith, together with Marja Elsinga, Ong Seow Eng, Lorna Fox O'Mahony and Susan Wachter, and a multi-disciplinary editorial team of 20 world-class scholars in all. Working at the cutting edge of their subject, liaising with an expert editorial advisory board, and engaging with policy-makers and professionals, the editors have worked for almost five years to secure the quality, reach, relevance and coherence of this work. A broad and inclusive table of contents signals (or tesitifes to) detailed investigation of historical and theoretical material as well as in-depth analysis of current issues. This seven-volume set contains over 500 entries, listed alphabetically, but grouped into seven thematic sections including methods and approaches; economics and finance; environments; home and homelessness; institutions; policy; and welfare and well-being. Housing professionals, both academics and practitioners, will find The International Encyclopedia of Housing and Home useful for teaching, discovery, and research needs. International in scope, engaging with trends in every world region The editorial board and contributors are drawn from a wide constituency, collating expertise from academics, policy makers, professionals and practitioners, and from every key center for housing research Every entry stands alone on its merits and is accessed alphabetically, yet each is fully cross-referenced, and attached to one of seven thematic categories whose ‘wholes' far exceed the sum of their parts
