In June 2004, the President's Commission on Implementation of United States Space Exploration Policy issued a report recommending among other things that NASA ask the National Research Council (NRC) to reevaluate space science priorities to take advantage of the exploration vision. Congress also directed the NRC to conduct a thorough review of the science NASA is proposing to undertake within the initiative. In February 2005, the NRC released Science in NASA's Vision for Space Exploration, the first report of the two studies undertaken to carry out these requests. The second report focuses on NASA's plan for the ISS. This report provides broad advice on programmatic issues that NASA is likely to face as it attempts to develop an updated ISS utilization plan. It also presents an assessment of potentially important research and testbed activities that may have to be performed on the ISS to help ensure success of some exploration objectives.

Much of that cost growth is due to inadequate definition of requirements, changes in program content, schedule delays, and poor program oversight. Weaknesses in the program's cost-estimating process call into question the credibility of NASA's plans to carry out its budget through fiscal year 2006. The cost growth has also severely affected the space station's ability to conduct scientific research. NASA has instituted several management and cost-estimating reforms, including a life-cycle cost estimate, a program management plan, and a reprioritized science program. However, significant challenges remain. Preparation of the life-cycle cost estimate may be difficult because NASA's financial management system is unable to adequately track space station costs. Many tasks and studies being undertaken will not be completed until September 2002, leaving NASA with little time to incorporate its results into its budget for fiscal year 2004. Finally, NASA has yet to reach an agreement with its international partners on an acceptable on-orbit configuration, the sharing of research facilities, and cost sharing.

Book excerpt: Over the last few years, the National Aeronautics and Space Administration (NASA) has increasingly relied on its authority under the Space Act of 1958 to enter into agreements, commonly referred to as Space Act agreements (SAA), to stimulate private sector development of systems capable of transporting cargo and crew to the International Space Station and to assist partner firms in developing their technologies. Reimbursable Space Act agreements involve the use of NASA's facilities, personnel, or equipment primarily for the benefit of the agreement partner. NASA undertakes reimbursable work when it has unique goods, services, or facilities which can be made available to another party in a manner that does not interfere with NASA mission requirements and is consistent with the agency's mission. According to NASA guidance, the agency generally collects full reimbursement for costs associated with a reimbursable agreement. These types of agreements are known as fully reimbursable SAAs. However, NASA can accept less than full reimbursement in certain instances, such as when the reimbursement is fair and reasonable when compared to the benefits NASA receives from the work. When NASA waives costs under a reimbursable SAA, NASA guidance refers to this as a partially reimbursable SAA. At the time of our review, NASA had established internal controls to help ensure it is obtaining fair reimbursement under these agreements and partners' activities do not interfere and are in alignment with the agency's mission. These controls included developing a cost estimate, obtaining required approvals from financial and legal officials, documenting the rationale for waiving costs, inserting a non-interference clause in all agreements, and describing in the purpose section of each fully reimbursable agreement how the work to be performed aligns with NASA's mission.

Book excerpt: When completed around 2004, the goal of the International Space Station (ISS) is to provide the United States and its international partners with an Earth orbiting facility that supports human habitation and scientific research in a microgravity environment. Because of Russia's ongoing problems in funding its share of the space station's construction costs, the National Aeronautics and Space Administration (NASA) is concerned that Russia may also not be able to fulfill its commitments to fund ISS operations costs. NASA estimated that the annual cost to operate the completed space station will average $1.3 billion, or $13 billion over a 10-year mission life. NASA anticipates sharing these costs with its international partners, and it hopes to further reduce funding requirements through sharing with commercial users or through more efficient commercial operations. As requested by you and the late Representative George E. Brown, Jr., we reviewed NASAs estimate for the cost to operate the space station after assembly is completed. Specifically, we were asked to determine (1) if any space station-related costs are not included in NASA's estimate; (2) the level of uncertainty in the cost estimate for operations, especially with regard to the potential impact of changes in Russian participation; and (3) how NASA funding requirements will be reduced by sharing costs with international partners or through commercial use and operations. We reported on NASA's efforts to promote commercial activity on the space station in a separate report to you.
