Book excerpt: Economics and Operational Research explores the possible connections of the organization of human and material resources by concentrating on the interpretations of management decisions at various levels in the economy. This book discusses economics and mathematics as an analytical tool. Organized into 10 chapters, this book begins with an overview of how consumers manage their own budgets and how manufacturers select their production processes. This text then described generally how consumers and producers react to each other. Other chapters consider the problem of the transportation of goods through busy road networks and the efficiency attained through central planning. This book discusses as well the control of congestion that arises through decentralization and the construction of an overall planning model. The final chapter discusses the important aspects of national planning, wherein the collection of all consumers and producers makes up one large economic system. This book is a valuable resource for management and engineering personnel.

Book excerpt: Presents an accessible approach to the cost estimation tools, concepts, and techniques needed to support analytical and cost decisions Written with an easy-to-understand approach, Cost Estimation: Methods and Tools provides comprehensive coverage of the quantitative techniques needed by professional cost estimators and for those wanting to learn about this vibrant career field. Featuring the underlying mathematical and analytical principles of cost estimation, the book focuses on the tools and methods used to predict the research and development, production, and operating and support costs for successful cost estimation in industrial, business, and manufacturing processes. The book begins with a detailed historical perspective and key terms of the cost estimating field in order to develop the necessary background prior to implementing the presented quantitative methods. The book proceeds to fundamental cost estimation methods utilized in the field of cost estimation, including working with inflation indices, regression analysis, learning curves, analogies, cost factors, and wrap rates. With a step-by-step introduction to the practicality of cost estimation and the available resources for obtaining relevant data, Cost Estimation: Methods and Tools also features: Various cost estimating tools, concepts, and techniques needed to support business decisions Multiple questions at the end of each chapter to help readers obtain a deeper understanding of the discussed methods and techniques An overview of the software used in cost estimation, as well as an introduction to the application of risk and uncertainty analysis A Foreword from Dr. Douglas A. Brook, a professor in the Graduate School of Business and Public Policy at the Naval Postgraduate School, who spent many years working in the Department of Defense acquisition environment Cost Estimation: Methods and Tools is an excellent reference for academics and practitioners in decision science, operations research, operations management, business, and systems and industrial engineering, as well as a useful guide in support of professional cost estimation training and certification courses for practitioners. The book is also appropriate for graduate-level courses in operations research, operations management, engineering economics, and manufacturing and/or production processes.

Book excerpt: Cost-effectiveness analysis allows researchers and evaluators to determine if a particular program or policy has attained maximum effectiveness for a given budget. This book introduces cost-effectiveness analysis and gives readers step-by-step methods to plan and implement a cost-analysis study. It explains and illustrates the four major techniques : cost-effectiveness, cost-benefit, cost-utility, and cost-feasibility. It discusses choice of analysis, implementation, the nature of costs (including how to identify, measure, and distribute costs); measuring effectiveness, utility, and benefits; and, lastly the difficulties of including cost evaluations in the decision making process. Each chapter ends with exercises that enable readers to sharpen their ability to evaluate policy options and program effectiveness.

Book excerpt: This is the first comprehensive book on Military Cost-Benefit Analysis and provides novel approaches to structuring cost-benefit and affordability analysis amidst an uncertain defense environment and cloudy fiscal prospects. Lifting the veil on military Cost-Benefit Analysis, this volume offers several new practical tools designed to guide defense investments (and divestments), combined with a selection of real-world applications. The widespread employment of Cost-Benefit Analysis offers a unique opportunity to transform legacy defense forces into efficient, effective, and accountable 21st century organizations. A synthesis of economics, statistics and decision theory, CBA is currently used in a wide range of defense applications in countries around the world: i) to shape national security strategy, ii) to set acquisition policy, and iii) to inform critical investments in people, equipment, infrastructure, services and supplies. As sovereign debt challenges squeeze national budgets, and emerging threats disrupt traditional notions of security, this volume offers valuable tools to navigate the political landscape, meet calls for fiscal accountability, and boost the effectiveness of defense investments to help guarantee future peace and stability. A valuable resource for scholars, practitioners, novices and experts, this book offers a comprehensive overview of Military Cost-Benefit Analysis and will appeal to anyone interested or involved in improving national security, and will also be of general interest to those responsible for major government programs, projects or policies.

Book excerpt: This volume presents a selection of the presentations from the first annual conference on Analytical Methods in Software Engineering Economics held at The MITRE Corporation in McLean, Virginia. The papers are representative of the issues that are of interest to researchers in the economics of information systems and software engineering economics. The 1990s are presenting software economists with a particularly difficult set of challenges. Because of budget considerations, the number of large new software development efforts is declining. The primary focus has shifted to issues relating to upgrading and migrating existing systems. In this environment, productivity enhancing methodologies and tools are of primary interest. The MITRE Software Engineering Analysis Conference was designed to address some of th,~ new and difficult challenges that face our profession. The primary objective of the conference was to address new theoretical and applications directions in Software Engineering Economics, a relatively new discipline that deals with the management and control of all segments of the software life-cycle. The discipline has received much visibility in the last twenty-five years because of the size and cost considerations of many software development and maintenance efforts, particularly in the Federal Government. We thank everyone who helped make this conference a success, especially those who graciously allowed us to include their work in this volume.

Book excerpt: The genus of definitions for the theoretical sciences is (the province of) the habitus of the intellective intention, for the practical sciences, however, that of the effective intention; the objects and ends constitute the specific differ ence There is nothing in the intellect that has not already been in the senses, that is, in the sensory organs, that has not already been in sensible things from which are distinguished things not perceptible to the senses. Nothing can be of the mind, sensation and the thing inferred therefrom except the operation itself. Real learning is cognition of things in themselves. It thus has the basis of its certainty in the known thing. This is established in two ways: by demon stration in the case of contemplative things, and by induction in the case of things perceptible to the senses. In contrast with real learning there is pos sible, probable and fictive learning. Antonius Gvilielmus Amo Afer (1827) This research has been long in the making. Its conception began in my last years in the doctoral program at Temple University, Philadelphia, Pa. It was simultaneously conceived with my two books on the Neo Keynesian Theory of Optimal aggregate investment and output dynamics [201] [202] as well as reflections on the methodology of decision-choice rationality and development economics [440] [441]. Economic theories and social policies were viewed to have, among other things, one impor tant thing in common in that they relate to decision making under different.
