Book excerpt: Co-Opting the PLO analyzes the Oslo Accords, the interim self-government agreements signed between the government of Israel and the Palestine Liberation Organization (PLO) during the period between 1993 and 1995. Peter Ezra Weinberger makes an argument that initially appears counterintuitive-that the Oslo Accords did not signal a change in Israeli attitudes toward the Palestinians, but rather a continuation of old attitudes through a new politics of co-optation and control. This study argues that the circumstances that developed out of the Oslo Accords cannot be wholly interpreted in realist terms as an instance of traditional power politics or shrewd statecraft. It is undeniably true that the key Israeli leaders at the time were manipulating the Oslo Accords to their own ends, but this deliberative process cannot be fully explained at the level of agency. It must instead be understood as reflecting a new logic of rule that has been explicated in the works of the theorists Gilles Deleuze and Michael Hardt. The Israeli-Palestinian conflict occupies a substantial share of the academic and, indeed, the general public interest in international affairs. Co-Opting the PLO will appeal to academic audiences with interests in conflict resolution, Middle East studies, critical theory, postcolonial studies, and philosophy. Book jacket.

While cosmopolitan politics may seem inherently secular, existing forms of secularism risk undermining the universality of cosmopolitanism because they privilege the European tradition over all others and transform particular historical norms into enunciations of truth, valid for all cultures and all epochs. In this book, the noted philosopher Étienne Balibar explores the tensions lurking at this troubled nexus in order to advance a truly democratic and emancipatory cosmopolitanism, which requires a secularization of secularism itself. Balibar argues for the idea of the universal against its particular dominant institutions. He questions the assumptions that underlie popular ideas of secularism and religion and outlines the importance of a new critique for the contemporary world. This intensely technological presentation of everyday lives in our public culture is today hailed as a new, playful form of citizenship that enhances democratic participation and cosmopolitan solidarity. But is this celebration of self- mediation justified or premature? Drawing on a view of self-mediation as a pluralistic practice that potentially enhances our democratic public culture but which is, at the same time, closely linked to the monopolistic interests of the market, this volume critically explores the dynamics of mediated self-representation as an essentially ambivalent cultural phenomenon. It is, the volume argues, the hybrid potential for increased democratization but also for subtler social control, inherent in the public visibility of the ordinary, which ultimately defines contemporary citizenship. The volume is organized along two-dimensions, which conceptualize the dialectical relationship between new media and the participatory practices these enable in terms of, what Foucault calls, a dual economy of freedom and constraint (Foucault 1982). The first dimension of the dialectic, the ‘democratization of technology’ , addresses self-mediation from the perspective of the empowering potential of new technologies to invent novel discourses of counter-institutional resistance and activism (individual or collective); the second dimension, the ‘technologization of democracy’, addresses self-mediation from the perspective of the regulative potential of new technologies to control the discourses and genres of ordinary participation and, in so doing, to reproduce the institutional power relations that such participation seeks to challenge.
