Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers' Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Available in PDF, EPUB and Kindle. Book excerpt: The importance of public financial management for the health and wellbeing of citizens became dramatically apparent as governments sought to respond to the coronavirus pandemic in 2020. Now, governments and other public sector organizations face the challenge of recovering from the pandemic whilst also seeking to achieve Sustainable Development Goals, with squeezed budgets and ever-increasing demands for public services. Public sector managers are confronted daily with targets and demands that are often set in confusing accounting and financial language. In Financial Management and Accounting in the Public Sector, Gary Bandy employs a clear and concise narrative to introduce the core concepts of public financial management to help those managers to deliver programmes, projects and services that are value for money. As the author puts it, managing public money is an art, not a science. This third edition has been revised and updated throughout, offering: a structure that is more clearly linked to the stages of the public financial management cycle greater coverage of transparency and accountability issues a broader view of public procurement to include goods, works and services and effective contract management; and an increased focus on public spending in the context of a post-COVID environment. With a glossary of terms to help managers understand and be understood by accountants, as well as learning objectives, discussion questions and exercises, this practical textbook will help students of public management and administration to understand the financial and accounting aspects of managing public services.

Book excerpt: Traditionally, corporate control is all about top-down approaches to management of employees. Executives attempt to influence employees toward achieving business goals, and they attempt to prevent and detect wrongdoing, misconduct, and crime among employees. However, top-down approaches to corporate control do not work when executives and other privileged individuals in the business themselves commit and conceal their wrongdoing, misconduct, and crime in organizational settings. Then there is a need for a bottom-up approach in corporate control as outlined in this book. Bottom-up control refers to the manner in which organizational members can use different types of control mechanisms – such as whistleblowing, transparency, resource access, or culture – to monitor, measure, and evaluate executives’ avoidance of deviant behaviors and influence them toward achieving the organization’s goals in efficient and effective ways. The newly emerging perspective of a social license to operate forms part of the bottom-up strategy where criminalization becomes social property independent of the criminal justice system. The social license is predominantly centered on social permission for business activity where the media, social movements, and citizen watchdogs exert pressure, demand change, and bring top management to account. This book presents a novel approach to corporate control of white-collar crime based on the theory of convenience. White-collar crime is financial crime committed by privileged individuals who have legitimate access to resources based on the power and trust inherent through their professional positions. Convenience theory proposes that motive, opportunity, and willingness are the three dimensions that underlie white-collar crime in an organizational context. This book contributes to the study of white-collar criminality through a blend of theoretical discussions and practical materials that illuminate and support the use of convenience theory. The book discusses how bottom-up approaches can overcome the difficulty of detecting white-collar crime and overcome the barriers of preventing executive deviance.

It has been our great honor to welcome all the participants to the 4th Asia-Pacific Management Research Conference was held in Surabaya, Indonesia, on May 18th–20th, 2022 as a hybrid conference (virtualy conference). I recalled formulating the concept and conducting this conference with the Research Center and Case Clearing House (RC-CCH) Team back in 2017. The conference encourages fresh and impactful studies that address the latest issues and topics, particularly in economics, management, business, and accounting. The forum particularly welcomes the discussion and sharing among research fellows in a semi-formal academic setting. As we reach the fourth conference, we are confident that we will maintain a contribution to the global literature. It is undeniable that the theme of the COVID-19 Pandemic is the main issue of this fourth conference, but rather than focusing on the misery, we look for models, technologies, and concepts that are beneficial for the economy and businesses to grow toward the new normal. This conference received 136 abstracts, of which 57 were accepted articles in Atlantis Proceeding.
