März 2020 erreichte die Zahl der Neuinfektionen ihr Maximum und fiel danach kontinuierlich - der Lockdown vom 23. März war nicht notwendig, um das Coronavirus während der ersten Welle unter Kontrolle zu bringen. Das Buch setzt sich auch mit der Frage auseinander, wie es möglich war, dass diese Erkenntnis bis heute weitgehend unbekannt geblieben ist. Das Buch hat zwei grundlegende Ziele: Es sollen alle wichtigen Aspekte der Corona-Krise in Deutschland beleuchtet werden. Deshalb werden im ersten Band alle wichtigen Fakten zur Epidemie dargelegt (z.B. die wichtigsten Übertragungswege, die Risikofaktoren für einen schweren Verlauf, die wichtigsten Infektionsorte und ihre Ansteckungsraten, die Saisonalität des Virus oder seine Letalität). Im dritten Band werden die Vor- und Nachteile der zahlreichen Eindämmungsmaßnahmen gegen SARS-CoV-2 dargelegt, besondere Aufmerksamkeit erhält die Strategie des Test, Trace & Isolate (TTI). Es wird gezeigt, dass der Lockdown in den Pandemieplänen des RKI und der WHO nicht vorkommt. Band 4 zeigt den Verlauf der ersten Welle, insbesondere den Verlauf der Infektionszahlen und seine (verzerrte) Darstellung durch die Politik, die Medien und das RKI. Weitere Kapitel des vierten Bandes widmen sich den Pflegeheimen, der besonderen Situation der Kinder in der Epidemie und der Letalität des Virus. Der fünfte Band beantwortet die Frage, warum die Gerichte den ersten Lockdown nicht für unwirksam erklärten. Es werden immer nur die qualitativ hochwertigsten Erkenntnisquellen genutzt. Um den Verlauf der Infektionskurve zu beschreiben, wird beispielsweise nicht auf die Meldedaten zurückgegriffen, sondern auf die "Tabelle mit Nowcastingzahlen" des RKI, deren Daten von deutlich höherer Qualität sind. Insgesamt werden in den ersten fünf Bänden die Ergebnisse von über 230 wissenschaftlichen Studien vorgestellt, hinzu kommen zahlreiche Veröffentlichungen des RKI. Kein anderes Buch vermittelt dermaßen fundiertes Wissen über die Corona-Epidemie in Deutschland.

Book excerpt: Back in 1972, German political sociologist Claus Offe published a book on the Structural Problems of Late Capitalism which, for almost two decades, inspired and stimulated an international and transdisciplinary debate on the role of the state in contemporary capitalism. An academic debate which, paradoxically, began to wane as the issues about which Offe had been writing became even more prominent: the "Contradictions of the Welfare State" (the title of a collection of Offe’s main contributions to the debate published in English in 1984) and democratic capitalism’s reality of the permanent "crises of crisis management". Since 2008, it has again become a widely shared diagnosis that advanced capitalism is in crisis. However, there is either scholarly disagreement or (more often so) mere perplexity when it comes to understanding this crisis and to explaining the prevalent patterns in dealing with it. In this volume, Jens Borchert and Stephan Lessenich critically combine a reconstruction Claus Offe’s approach to state theory with an analysis of the current constellation of democratic capitalism based on that same theory. In doing so, they expertly argue that his relational approach to state theory is much better equipped analytically to grasp the contradictory dynamics of the financial crisis and its political regulation than competing contributions. This is why systematically revisiting the theory of "late capitalism" is not only of a historical concern, but constitutes an essential contribution to a political sociology of our time.
