Capitalism’s addiction to fossil fuels is heating our planet at a pace and scale never before experienced. Extreme weather patterns, rising sea levels and accelerating feedback loops are a commonplace feature of our lives. The number of environmental refugees is increasing and several island states and low-lying countries are becoming vulnerable. Corporate-induced climate change has set us on an ecocidal path of species extinction. Governments and their international platforms such as the Paris Climate Agreement deliver too little, too late. Most states, including South Africa, continue on their carbon-intensive energy paths, with devastating results. Political leaders across the world are failing to provide systemic solutions to the climate crisis. Book excerpt: This book is an excellent resource for scientists, political decision makers, and students interested in the impact of peatlands on climate change and ecosystem function, containing a plethora of recent research results such as monitoring-sensing-modeling for carbon–water flux/storage, biodiversity and peatland management in tropical regions. It is estimated that more than 23 million hectares (62 %) of the total global tropical peatland area are located in Southeast Asia, in lowland or coastal areas of East Sumatra, Kalimantan, West Papua, Papua New Guinea, Brunei, Peninsular Malaysia, Sabah, Sarawak and Southeast Thailand. Tropical peatland has a vital carbon–water storage function and is host to a huge diversity of plant and animal species. Peatland ecosystems are extremely vulnerable to climate change and the impacts of human activities such as logging, drainage and conversion to agricultural land. In Southeast Asia, severe episodic droughts associated with the El Niño-Southern Oscillation, in combination with over-drainage, forest degradation, and land-use changes, have caused widespread peatland fires and microbial peat oxidation. Indonesia's 20 Mha peatland area is estimated to include about 45–55 GtC of carbon stocks. As a result of land use and development, Indonesia is the third largest emitter of greenhouse gases (2–3 Gtons carbon dioxide equivalent per year), 80 % of which is due to deforestation and peatland loss. Thus, tropical peatlands are key ecosystems in terms of the carbon–water cycle and climate change.

Book excerpt: While intercity passenger transport counts for about 2% of the total passenger transport volume the share of the total passenger kilometers traveled is estimated more than one third. In many countries the major part of intercity transport is performed by car and air and as a result, the contribution to the carbon footprint is substantially higher than the share of overall passenger transport performance. This creates a challenge to develop a sustainable organization of intercity transport which requires a true joint effort of policy makers, industry sectors and households. This presupposes that all options for reducing the carbon footprint of the transport modes – car, air and rail – are fully exploited through modern propulsion technology, use of regenerative energy and efficient organization of transport processes. Basic conditions for meeting this requirement are an incentive compatible public framework of regulation, taxation, charging and education, the private willingness to adjust to new behavioral patterns and a consequent push of technological progress towards energy and CO2 savings. This book begins with an international comparison of intercity transport and the current state of greenhouse gas emissions (GHG) of this transport segment. A focus is given to comparing the situation in the EU, the US and Japan while describing the more recent development of intercity transport in China, followed by an analysis of intercity transport policies and their contribution to meet the global climate change issues. This book will be of interest to researchers in transportation economics and policy, as well as civil engineering and planning.

Book excerpt: An argument that secretariats—the administrative arms of international treaties—are political actors in their own right. Secretariats—the administrative arms of international treaties—-would seem simply to do the bidding of member states. And yet, Sikina Jinnah argues in Post-Treaty Politics, secretariats can play an important role in world politics. On paper, secretariats collect information, communicate with state actors, and coordinate diplomatic activity. In practice, they do much more. As Jinnah shows, they can influence the allocation of resources, structures of interstate cooperation, and the power relationships between states. Jinnah examines secretariat influence through the lens of overlap management in environmental governance—how secretariats help to manage the dense interplay of issues, rules, and norms between international treaty regimes. Through four case studies, she shows that secretariats can draw on their unique networks and expertise to handle the challenges of overlap management, emerging as political actors in their own right. After presenting a theory and analytical framework for analyzing secretariat influence, Jinnah examines secretariat influence on overlap management within the Convention on Biological Diversity (CBD), two cases of overlap management in the World Trade Organization, as well as a case in which the Convention on International Trade in Endangered Species (CITES) secretariat failed to influence political outcomes despite its efforts to manage overlap. Jinnah argues that, even when modest, secretariat influence matters because it can establish a path-dependent dynamic that continues to guide state behavior even after secretariat influence has waned.
