Book excerpt: Data on education in the Philippines show that there are large differences in the private rate of return to education by level: the wage premia associated with an additional year of schooling are about twice as large at the university level as they are at the primary school level. In addition, there are large "sheepskin effects." Completion of the last year of schooling within a given level is rewarded disproportionately, particularly for university graduates.

Oxford Bulletin of Economics and Statistics 65 (2), May 2003.Data on education in the Philippines show that there are large differences in the private rate of return to education by level: the wage premia associated with an additional year of schooling are about twice as large at the university level as they are at the primary school level. In addition, there are large sheepskin effects. Completion of the last year of schooling within a given level is rewarded disproportionately, particularly for university graduates.Much attention has been paid to the issue of possible nonlinearities in the relationship between log wages and schooling in the literature on both the United States and developing countries. Schady uses data from a recent household survey for the Philippines, the 1998 Annual Poverty Indicator Survey, to test the fit of the log-linear specification for Filipino men. He presents results based on various estimation strategies, including spline regressions and semi-parametric regressions with a large number of dummy variables for years of schooling and experience. He concludes that:- There appear to be large differences between rates of return to education across different levels in the Philippines. The wage premia for both primary and secondary education are significantly smaller than those for tertiary education.- Within each level - primary, secondary, and university - the last year of schooling is disproportionately rewarded in higher wages. That is, there appear to be clear sheepskin effects associated with graduation. This paper - a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region - is part of a larger effort in the region to understand the links between education, earnings, and welfare.

In Vietnam during the massive downsizing in the early 1990s, many more women than men were laid off. But in the downsizing in the early part of this decade women are less likely than men to be retrenched in large numbers.

Book excerpt: This book analyses the role of the university in working towards the Sustainable Development Goals. In contrast to the previous Millennium Development Goals, higher education is seen to have a crucial role in this new agenda. Yet how can the university fulfil these weighty expectations, and are the dominant trends in higher education supporting or undermining this vision? This book draws on the idea of the ‘developmental university’, a model characterised by its porous boundaries with society and commitment to teaching, research and community engagement in the public interest. The author examines case studies from Latin America, Africa and other regions to analyse how this model can be revived, countering recent trends of marketisation, status competition and unbundling. The book also considers alternatives to the developmental model drawing on indigenous knowledge systems, looking beyond the SDG framework to the creation of a new form of society. This timely volume will be of interest and value to those working in the field of sustainable development, and to students and scholars of comparative education, international development and higher education studies.

Book excerpt: While the Philippines has achieved remarkable progress in raising the education level of its labor force, the standard proxy for educational attainment—years of formal schooling—is increasingly inadequate as a measure of workforce skills. About one-third of employers report being unable to fill vacancies due to lack of applicants with the requisite skills. Most of these “missing skills†? are socioemotional skills,†? also known as “non-cognitive skills†?, “soft skills†? or “behavioral skills.†? Emerging international evidence suggests that socioemotional skills are increasingly crucial to the types of jobs being created by the global economy. The following study presents new evidence from employer and household surveys on the role of socioemotional skills in the Philippine labor market. The analysis reveals that: • Two-thirds of employers report difficulty in finding workers with adequate work ethics or appropriate interpersonal and communications skills. Firm-based training increasingly focuses on socioemotional skills. • The more educated and employed workers tend to score higher on measures of grit, decision-making, agreeableness, and extroversion. • Socioemotional skills are associated with an increase in average daily earnings, in particular for women, young workers, less-educated workers, and those employed in the service sector. • Higher levels of socioemotional skills are also correlated with a greater probability of being employed, having completed secondary education, and pursuing tertiary education. Studies suggest that primary school is the optimal age for shaping socioemotional skills, but the Philippines’ elementary education curriculum devotes limited resources to their development. Schools continue to be judged solely by students’ performance in cognitive achievement tests, but not on soft-skills competencies, and teachers are not appropriately trained to foster the development of them. Finally, interventions targeting workers entering the labor force can also effectively bolster their socioemotional skills, complementing effects to improve labor-market information and vocational counseling.

Book excerpt: In view of the increasing number of Third World countries considering the establishment of women's colleges to meet the demand for the higher education of women, presenting a case study of two key women's colleges in the Philippines. Within the context of global, national and local changes since the fall of Ferdinand Marcos in 1986, academic and administrative leaders at two prestigious women's colleges candidly discuss how their respective institutions adapted to their environments and how the colleges will fare in the future. Preferences for large, coeducational institutions; the emergence of less expensive tertiary institutions; and the downward spiral of a weak national economy combined to destabilized the enrollment base of these colleges. Factors unique to the Philippines including an increasing number of female overseas contract workers; struggles with national language preferences; and the growth of feminism also affected the colleges. In response, the colleges expanded their curricula, chose high-profile presidents, focused on faculty development, and acquired technology. Decision-markers at these colleges will have to continue in their efforts at solidifying their positions in the Philippine higher education system. The book that women's colleges worldwide must articulate their unique purposes and collaborate with other institutions to strengthen their organizations.
