The indignant liberals argued that he could not have any Opinion, because he had not, like some of his opponents, witnessed the movement of 1813. Certainly, rejoined he, I cannot affirm that I was living at that time, and I deeply regret that it was not given to me to take part in that movement. My regret is, however, diminished by the explanation which I have just received of its nature. I always believed that the bondage which produced the struggle came from without, but I have just been informed that it lay in the country itself, and for this explanation I am not at all grateful.The man who in his own way has completed the work of 1813, the regeneration of Germany, does not even in the recollections of his childhood reach back to the time of French rule. That was a very long time for any Minister to be continuously in harness, struggling with infinitely more than the labours of a Hercules. In some countries - England, for example - the out and in, or see-saw, system of party govern ment has its advantages. But I fear that it would have been unsuited to the particular kind of work which Bismarck was called upon to accomplish. The unity of the Fatherland was a work which demanded unity of purpose and continuity of effort; and Bismarck, alone, perhaps, among all his countrymen, had at once the physical and the mental character istics which fitted him for the performance of this task. Within five-and-twenty years of the fall of the Second Empire, France had well on to forty different Ministries. But from 1862, when Bismarck was called to office, till 1890, when he was dismissed from it, the policy of Prussia and Germany was constantly in the hands of one man. The elder Pitt was the English Bismarck of his day, but he never enjoyed such a continuous spell of opportunity for making his country great and glorious as his Teutonic after-type. Likewise there are valuable incidents 'in Dr. Bus\ch's voluminous sketches of the German chancellor; but Dr. Busch's acquaintance with his employer mggan j_r3__1 810, and he makes no attempt to explain Bismarck's policy or how he accomplished his mighty work. Mr. Lowe's larger English life of Bismarck is a dignified study of the subject, but it was published many years before his death, and is written too much from the English Tory and monarchical stand-point to please American readers. Von Sybel's his tory of the foundation of the new German empire contains the only adequate statement of Bismarck's statecraft between 1862 and 1870; but the period comprising the last twenty five years of his life was hardly less important than that which immediately preceded it. What Americans now require is a clear statement of the characte'r of the man, the principal events of his life, and an explanation of his policy as related to the historical events of his time. He described the anxieties and dangers which threatened us from the West, from Paris, and at home, if our relations with Austria, in spite of all justifiable grounds for sensitiveness, failed to be maintained. The dangers of a combination between Russia and France, which even at that time was Openly discussed, were set forth, and the possibility of an alliance between Prussia and Russia was said to be condemned by public Opinion. It was characteristic of the Regent that, as soon as Schleinitz had spoken the last word of a fluent and evi dently carefully-prepared speech, he at once declared in a lucid statement that in accordance with the traditions of his ancestors he decided in favour of the minister von Schleinitz.
