Available in PDF, EPUB and Kindle. Book excerpt: It is unrealistic and unwise to believe that water law will or should govern land use decisions, or alternatively that land use planning and regulation will or should govern water management. Nonetheless, the initially unsettling question of whether one area of law and policy should control the other provokes discussion and reflection on both why and how we might move toward greater integration of land and water controls. Wet Growth: Should Water Law Control Land Use? was written as a means to disseminate new ideas about the land/water interface in law and policy and provides an overview of the relevant issues, current trends toward integrating land and water controls, and prospects for further progress. The authors of this book describe the nature and costs of our currently fragmented management of land and water resources that results in unsustainable practices and suggest principles that should guide and direct our response to these problems. Although they take differing perspectives, the authors share common, or at least overlapping, observations about the fragmentation and integration of land and water controls.

Available in PDF, EPUB and Kindle. Book excerpt: Despite its historical significance and its state-mandated comprehensive planning approach, the Florida growth management experiment has received only piecemeal attention from researchers. Drawing together contributions from national experts on land use planning and growth management, this volume assesses the outcomes of Florida‘s approach for managing growth. As Florida‘s approach is the most detailed system for managing growth in the United States, this book will be of great value to planners. The strengths and weaknesses of the state‘s approach are identified, providing insights into how to manage land use change in a state continuously inundated by growth. In evaluating the successes and failures of the Florida approach, planners and policy makers will gain insights into how to successfully implement growth management policies at both the state and local level.

Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Available in PDF, EPUB and Kindle. Book excerpt: This new edition of "the best anthology in planning" includes 33 selections by many of the profession's most respected thinkers and eloquent writers. Returning editor Jay M. Stein chose the articles, about half of them new to this edition, based on suggestions from colleagues and students who used the first edition, recommendations from planning scholars, awards for writing in the field of planning, and his own review of recent planning literature. Classic Readings in Urban Planning offers an unparalleled depth of coverage and range of perspectives on traditional aspects of planning as well as on important contemporary issues. This is an exceptional main or supplementary textbook for advanced undergraduate or beginning graduate level students in urban and regional planning. As a general overview of the field of urban planning, it is also an excellent choice for planning commissioners, practicing planners, and professionals in related fields such as environmental and land use law, architecture, and government. An abstract introduces each reading, and each section includes suggestions for additional readings suitable for more extensive study. Many of these are also "classics" that could not be included as a main selection.

Available in PDF, EPUB and Kindle. Book excerpt: This book reconciles competing and sometimes contradictory forms of land use, while also promoting sustainable land use options. It highlights land use planning, spatial planning, territorial (or regional) planning, and ecosystem-based or environmental land use planning as tools that strengthen land governance. Further, it demonstrates how to use these types of land-use planning to improve economic opportunities based on sustainable management of land resources, and to develop land use options that strike a balance between conservation and development objectives. Competition for land is increasing as demand for multiple land uses and ecosystem services rises. Food security issues, renewable energy and emerging carbon markets are creating pressures for the conversion of agricultural land to other uses such as reforestation and biofuels. At the same time, there is a growing demand for land in connection with urbanization and recreation, mining, food production, and biodiversity conservation. Managing the increasing competition between these services, and balancing different stakeholders’ interests, requires efficient allocation of land resources.
