State support to community action, both technical and financial, appears to be the prerequisite to affirmative actions in harnessing and managing water resources at the village level in India. These are two important messages coming out of this research study. It also adds to the evidence that landless labourers and marginal farmers in India depend in a major way on common resources for their traditional livelihood activities and domestic uses. A significant revelation is the emerging undercurrent of competition between big and small farmers over the use of such resources and the apparent exclusion of social minorities, landless, and women in their management. The discussions on water markets and the unique state-specific case studies reflect that 'necessity and scarcity' induce people to organize themselves for creating greater availability of common water resources and sharing the benefits more equitably.

In this study, salinization is regarded as the outcome of an institutional arrangement which impedes the effective implementation of well-known and well-established control measures be they technical, managerial or economic. In public irrigation systems neither the management units nor the farmers are offered any incentives towards the control of high groundwater levels and salinization if the management units are embedded in a highly centralized non-market institutional setting. The author answers the question under which conditions management units and irrigators are active in halting and reversing the process of salinization.

Uncharted Waters goes further and addresses the often neglected questions about how and under what circumstances funds could be withdrawn from these accounts. In Uncharted Waters, a panel of recognized experts created a framework for determining how benefits might be paid if private accounts become a new part of the Social Security system or are created separate from Social Security. This important volume analyzes the potential implications of different policy choices. It considers the ramifications of payout rules for families at different stages of life, particularly for economically disadvantaged groups. The contributors also address how any new individual account program would fit with traditional Social Security, employer-based pensions, and tax-advantaged individual retirement savings (401(k)s and IRAs). The main focus is to adopt a BIM-based paradigm for enhancing communication and management of complex ownership rights in multi-story buildings, which are prevalent in urban built environments. This book first elaborates on a range of data elements required for managing legal information in current land administration practices pertaining to subdivision of legal interests within multi-story building developments. It then explains how an open data model in the BIM domain – Industry Foundation Classes (IFC) – can be extended with legal data elements to lay the foundation for adopting BIM in urban land administration. The book also highlights benefits and barriers of implementing BIM-enabled urban land administration.
