Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American 'Solid South' with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. Book excerpt: Although the phenomenon of authoritarian elections has been a focal point for the literature on authoritarian institutions for more than a decade, our understanding of the effect of authoritarian elections is still limited. Combining evidence from cross-national studies with studies on selected cases relying on recent field work, this book suggests a solution to the "paradox of authoritarian elections". Rather than focusing on authoritarian elections as a uniform phenomenon, it focuses on the differing conditions under which authoritarian elections occur. It demonstrates that the capacities available to authoritarian rulers shape the effect of elections and high levels of state capacity and control over the economy increase the probability that authoritarian multi-party elections will stabilize the regime. Where these capacities are limited, the regime is more likely to succumb in the face of elections. The findings imply that although multi-party competition and state strength may be important prerequisites for democracy, they can under some circumstances obstruct democratization by preventing the demise of dictatorships. This text will be of key interest to scholars, students and practitioners of democratization, and to those who study autocracy and electoral authoritarianism, as well as comparative politics more broadly.

The institutional approach to the problem of balance between the government and the people lays on the parliament as representative of the late. Sadly the ever more intricate relationship between government, parliaments and pressure groups had let the people without efficient tools of control over the government. This research tries to explore both parliamentary and non-parliamentary control mechanisms and to explain why is it that the first is unable to accomplish its task and the later a much more effective and democratic tool is. Special attention is to be set over direct democracy as the only control mechanism in which the people can express its will not through a collectivist form but as an individual, making this form of participation the most democratic and legitimate. The electoral process to form a parliament and the control mechanisms that the later possess above the executive are both regarded as a synonym for democracy. However, such mechanisms have many flaws of both procedure and nature. Little research has been done in the science of law about alternative mechanisms of control, the so called “non-parliamentary controls”. This paper explores the advantages of these, such as the media, public opinion, pressure groups, etc., but specially direct democracy through referendums and plebiscites. This is done by comparative research were a highly developed European Parliamentary System (Germany) is to be confronted with an underdeveloped Latin American presidential system (Mexico), coming to the conclusion that both systems could be very benefitted from a higher degree of direct democracy. The inclusion of this form of participation should be a requirement of any modern society to consider itself as democratic.
