Available in PDF, EPUB and Kindle. Book excerpt: When recipients cannot absorb the aid and attention they are offered, the common response is “capacity building”—as if the source of the problem is the recipient’s implementation capacity. In this report, Robert D. Lamb and Kathryn Mixon present the results of their research on the sources of absorptive capacity. They find that this sort of “blaming the victim” mentality, while common, is not always justified. While it is true that many aid recipients do not have adequate capacity for implementation, it is equally true that many aid programs are designed and implemented without an adequate appreciation of local desires, resources, capabilities, and challenges. Absorptive capacity, in other words, is a byproduct of the donor-recipient relationship. The authors present a new framework for measuring absorptive capacity. This framework is intended to supplement existing planning, monitoring, and evaluation processes, offering a new way to test whether an existing approach is compatible with local conditions and a method for improving the fit.

This book was released on 2011 with total page 248 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Book Synopsis Contractors and War by : Christopher Kinsey
Download or read book Contractors and War written by Christopher Kinsey and published by Stanford University Press. This book was released on 2012-07-25 with total page 397 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military is no longer based on a Cold War self-sufficient model. Today's armed forces are a third smaller than they were during the Cold War, and yet are expected to do as much if not more than they did during those years. As a result, a transformation is occurring in the way the U.S. government expects the military to conduct operations—with much of that transformation contingent on the use of contractors to deliver support to the armed forces during military campaigns and afterwards. Contractors and War explains the reasons behind this transformation and evaluates how the private sector will shape and be shaped by future operations. The authors are drawn from a range of policy, legislative, military, legal, and academic backgrounds. They lay out the philosophical arguments supporting the use of contractors in combat and stabilization operations and present a spectrum of arguments that support and criticize emergent private sector roles. The book provides fresh policy guidance to those who will research, direct, and carry out future deployments.

Ugone and published by DIANE Publishing. This book was released on 2011 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. This report reviews the status of Afghanistan Security Forces funds that the DoD provided to DoS for the training of the Afghan National Police (ANP), the contract management activities, and the ability of the ANP training program to address the security needs for Afghanistan. The authors found that the DOS Civilian Police Program contract does not meet DoD¿s needs in developing the ANP to provide security in countering the growing insurgency in Afghanistan. The DoS and DoD agreed to have DoD assume contractual responsibility for the primary ANP training program. The DoS internal controls were ineffective. The authors identified internal control weaknesses in the DoS contract oversight for the ANP training program. Charts and tables.

Book Synopsis U.S. Approaches to Global Security Challenges by : Kristen Boon
Download or read book U.S. Approaches to Global Security Challenges written by Kristen Boon and published by . This book was released on 2012 with total page 617 pages. Available in PDF, EPUB and Kindle. Book excerpt: Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 124, U.S. Approaches to Global Security Challenges, analyzes U.S. strategy toward security threats across the globe and identifies the beginnings of a shift away from a reliance on military power to the application of various types of civilian power which utilize a multinational approach. The documents introduced by Douglas Lovelace include U.S. perspectives on the international security situation generally as well as reports on more specific topics, such as the security situation in Afghanistan, terrorism in East Africa, the evolving role of NATO, and cooperation between the U.S. and other governments (such as the EU and China) in the fight against terrorism.
