Book excerpt: Recent experiences in Iraq, Afghanistan, and the Balkans have highlighted the importance of environmental considerations. These range from protecting soldier health and disposing of hazardous waste to building water supply systems and other activities that help achieve national goals in the post-conflict phase of contingency operations. The Army has become increasingly involved with environmental issues in every contingency operation and must be better prepared to deal with them. This study assesses whether existing policy, doctrine, and guidance adequately address environmental activities in post-conflict military operations and reconstruction. Findings are based on reviews of top-level policy and doctrine, analysis of operational experience, extensive interviews with diverse Army personnel, and a review of operational documentation and literature. From these sources, a database of 111 case studies was created. The research showed that environmental concerns can have far-reaching and significant impacts on the Army, both direct and indirect, especially in terms of cost, current operations, soldier health, diplomatic relations, reconstruction activities, and the ultimate success of the operation or the broader mission. Some evidence suggests that environmental problems may have even contributed to insurgency in Iraq. Recommendations include updating current policy and doctrine to fully address environmental considerations in contingency operations; ensuring that contractors are carefully selected and managed; and transmitting proactive field environmental practices and lessons throughout the Army.

One of the most common criticisms of the U.S. plan to invade Iraq in 2003 is that too few troops were used. The argument often fails to satisfy anyone for there is no standard against which to judge. A figure of 20 troops per 1000 of the local population is often mentioned as the standard, but as McGrath shows, that figure was arrived at with some questionable assumptions. By analyzing seven military operations from the last 100 years, he arrives at an average number of military forces per 1000 of the population that have been employed in what would generally be considered successful military campaigns. He also points out a variety of important factors affecting those numbers-from geography to local forces employed to supplement soldiers on the battlefield, to the use of contractors-among others.

Accordingly, the Army calculates its force structure requirements on the basis of this scenario. The strategy also calls for the Army to support operations in a series of concurrent contingencies and assumes that forces thus engaged will be withdrawn and re-deployed if war occurs. The Army's difficulties in supporting contingency operations without repeatedly calling on certain types of units have raised questions about whether forces structured to meet the two-war scenario are also adequate to support multiple peacetime contingency operations. In past years, the Army has not defined force requirements for contingency operations, leaving the matter somewhat open to conjecture. However, during the most recent iteration of its force planning process, known as Total Army Analysis 2007,2 the Army for the first time separately identified the forces necessary to support seven simultaneous illustrative contingency operations that would require its participation. These seven operations are based on the types of contingencies in which the United States has recently been engaged, such as noncombatant evacuation operations, peacekeeping, humanitarian assistance, and disaster relief."--Abstract.

It defines the role of the Army in response to a domestic crisis by defining the taxonomy for domestic military operations. The author coins the term domestic contingency operations to describe the Army's role in response to domestic emergencies. The author uses domestic counterdrug operations as a paradigm to evaluate the effectiveness of domestic contingency operations using five parallels: strategic guidance, operational objectives, organizational structure, tactical execution, and logistics. The thesis concludes that current domestic contingency doctrine and plans do not provide adequate guidance for commanders to execute domestic missions. The author hypothesizes that the requirements for such operations will increase in the next decade due to a declining national budget and the current focus on domestic issues. The thesis highlights the impact of such domestic missions on Army force structure debate and its implications for the active and reserve component mixture discussions. Finally, it provides suggestions to improve unit responsiveness.
