By examining anxiety over governance, the chapters explore the links between anxiety and Japanese political behavior, revealing that, despite the high regard for democratic politics, Japanese citizens generally experienced a high level of anxiety and negative evaluation of the government, including countermeasures against COVID-19. The first chapter introduces key trust concepts and the state of trust research on Japan. The second analyses voters’ trust levels in politics and parties and explores possible consequences of prevalent mistrust, including electoral volatility and instability in the party system. This book explains how politics shapes corporate governance--how managers, shareholders, and workers jockey for advantage in setting the rules by which companies are run, and for whom they are run. It combines a clear theoretical model on this political interaction, with statistical evidence from thirty-nine countries of Europe, Asia, Africa, and North and South America and detailed narratives of country cases. This book differs sharply from most treatments by explaining differences in minority shareholder protections and ownership concentration among countries in terms of the interaction of economic preferences and political institutions. It explores in particular the crucial role of pension plans and financial intermediaries in shaping political preferences for different rules of corporate governance. The countries examined sort into two distinct groups: diffuse shareholding by external investors who pick a board that monitors the managers, and concentrated blockholding by insiders who monitor managers directly. Examining the political coalitions that form among or across management, owners, and workers, the authors find that certain coalitions encourage policies that promote diffuse shareholding, while other coalitions yield blockholding-oriented policies. Political institutions influence the probability of one coalition defeating another.

Book excerpt: The recent manifestation of exclusionism in Japan has emerged at a time of intensified neoliberal economic policies, increased cross-border migration brought on by globalization, the elevated threat of global terrorism, heightened tensions between East Asian states over historical and territorial conflicts, and a backlash by Japanese conservatives over perceived historical apologism. The social and political environment for minorities in Japan has shifted drastically since the 1990s, yet many studies of Japan still tend to view Japan through the dominant discourses of “ethnic homogeneity (tanitsu minzoku shakai)” and “middle-class society (so ̄churyu ̄-shakai)” which positions the exclusion of minorities as an exceptional phenomenon. While exclusionism has been recognized as a serious threat to minority groups, it has not often been considered a representative issue for the whole of Japanese society. This tendency will persist until the discourses of tanitsu minzoku shakai and so ̄churyu ̄-shakai are systematically debunked and Japan is widely recognized as both multiethnic and socio-economically stratified. Today, as with most advanced capitalist countries, serious social divides occasioned by the impacts of globalization and neoliberalism have destabilized Japanese society. This book explores not only how Japanese society is diversified and unequal, but also how diversity and inequality have caused people to divide into separate realities from which conflict and violence have emerged. It empirically examines the current situation while considering the historical development of exclusionism from the interdisciplinary viewpoints of history, policy studies, cultural studies, sociology and cultural anthropology. In addition to analyzing the realities of division and exclusionism, the authors propose theoretical alternatives to overcome such cultural and social divides.

Book excerpt: In 1999, responding to international concerns about the sexual exploitation of children, the Japanese Diet voted unanimously to ban child prostitution and child pornography. Two years later, in the wake of 9/11, Junichiro Koizumi's cabinet radically shifted government counterterrorism policy toward new military solutions, and away from an earlier emphasis on law enforcement. Although they seem unrelated, these two policies reveal the unintended consequences of attempts to enforce international norms at the national level. In Think Global, Fear Local, David Leheny posits that when states abide by international agreements to clamp down on transnational crime and security concerns, they respond not to an amorphous international problem but rather to more deeply held and proximate fears. Although opponents of child prostitution and pornography were primarily concerned about the victimization of children in poor nations by wealthy foreigners, the Japanese law has been largely used to crack down on "compensated dating," in which middle-class Japanese schoolgirls date and sometimes have sex with adults. Many Japanese policymakers viewed these girls as villains, and subsequent legal developments have aimed to constrain teenage sexual activities as well as to punish predatory adults. Likewise, following changes in the country's counterterrorism policy, some Japanese leaders have redefined a host of other threats—especially from North Korea—as "terrorist" menaces requiring a more robust and active Japanese military. Drawing from sources as diverse as parliamentary debate records and contemporary film and literature, Leheny uses these two very different cases to argue that international norms can serve as political tools, allowing states to enhance their coercive authority.

Book excerpt: The purpose of this book is to illuminate the changing nature of contemporary Japan by decoding a range of political, economic and social boundaries, with a focus on the period following the inauguration of Prime Minister Koizumi Junichirō’s administration (2001—6). A rapid turnover of prime ministers followed Koizumi—Abe Shinzō (2006--7), Fukuda Yasuo (2007--8) and Asō Tarō (2008—)—but the transformation set in motion through his promotion of a more proactive role for Japan internationally, and the implementation of ‘structural reforms’ domestically, set the direction for future administrations. The central argument of the book is that, in order to achieve the twin goals of greater international proactivity and domestic reform, the government and other actors supporting the new direction for Japan pushed forward by the Koizumi administration needed to take action in order to destabilize and reformulate a range of extant boundaries. This task was achieved by deploying material as well as normative resources, including the production of new discourses about the way these resources should be deployed.
