Book excerpt: The main purpose of this interim report is the transference of analytical data to Thiokol Corporation and the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) to allow for in-process review and focusing of the remaining geotechnical and analytical effort on those areas found to be of continued concern. At the outset of this project, nine sites within Longhorn Army Ammunition Plant were designated as potential areas of concern. These areas have been investigated geotechnically and analytically through the logging of existing soil conditions, as well as the sampling of groundwaters, surface waters, sediments, and soils at each of the study areas. The technical results associated with the geotechnical investigation have been submitted under separate cover in November 1982 as Interim Technical Report No. 1. This document contains the analytical data and field sampling methodology used for this survey. The following sections of this interim report will rely heavily on other documents previously prepared by Environmental Protection Systems, Inc. (EPS) and already submitted to Thiokol and USATHAMA.

Book excerpt: A limited environmental survey of a proposed excess area in the northern portion of Indiana Army Ammunition Plant was performed to determine the extent of residual hazardous contamination. Two areas, the Burning Ground and the Static Test Area, were surveyed. Soils of the Burning Ground were sampled and analyzed for nitrocellulose. Buildings surfaces in the Static Test Area were sampled and analyzed for nitrocellulose and nitroglycerin. In addition, paints on building surfaces were tested for heavy metals and asbestos content. Nitrocellulose was not found in soil, sediment or sewer samples. Building surfaces were free of nitrocellulose and nitroglycerin contamination. Paint samples contained high levels of copper, chromium and zinc and low levels of lead and cadmium. Mercury was not found in any paint samples. (Author).

Other contaminants of GAAP which must be removed prior to release include spilled oil; peeling paint with excessive lead content; friable asbestos insulation; oil and sludge which are likely to be toxic under the definition of the Resources Conservation and Recovery Act of 1976; and a biological health hazard, which can cause histoplasmosis.

Book excerpt: This report summarizes the findings of the Phase II survey of the geohydrological characteristics and water quality of the water-table aquifer underlying the Industrial Area and the Flashing Ground at Alabama Army Ammunition Plant (AAAP), Childersburg, Alabama. During the period October 1979 to October 1980, an environmental survey (Phase I) of AAAP was conducted by Environmental Science and Engineering, Inc. (ESE) under contract to the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA). The results of the Phase I survey reported by ESE (1981) indicated that the water-table aquifer underlying these areas was contaminated by nitroaromatic residues as a result of past industrial operations. As a consequence of the potential for contaminant migration off site, further studies were performed to more clearly define the zone of contamination and extent and direction of contaminant movement. These further studies comprise the Phase II groundwater survey.

(Fluor Daniel) in March 1996. The report was distributed through the MLAAP to federal and state environmental regulators under the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) Federal Facility Agreement and Consent Order (FFA) currently in affect at the site. Review comments were received from the U.S. Environmental Protection Agency (USEPA) and the State of Tennessee Department of Environment & Conservation (TDEC) in January 1997 and July 1996, respectively. The majority of comments raised by the regulators focused on the need for additional technical clarification or references to support report conclusions. However, some additional field data is necessary to fully address regulatory comments. Response to comments and submittal of a revised remedial investigation (RJ) report will be provided following completion of field activities specified in the sampling plan addendum. This addendum also provides additional data requested by the MLAAP to support the ongoing feasibility study being conducted by QST Environmental (formerly Environmental Science & Engineering, Inc. (ESE)). The draft remedial investigation report characterized the nature and extent of risks posed by contamination present within the MLAAP Southern Study Area, and provided data to support the evaluation of potential remedial cleanup options (as necessary). The report presented background research results, field investigation procedures, field investigation results, contaminant fate and transport evaluation results, and baseline risk assessment results pertaining to human health and environment.

Book excerpt: In October and September, 1974, field collections were made from streams and a waste pond on U.S. Army property at the Longhorn Army Ammunition Plant near Marshall, Texas. The objective of the study was to determine whether the potential discharge of munitions and related chemical effluents was exerting deleterious effects on the receiving water biota. Parameters examined included phytoplankton, zooplankton, periphyton, benthic invertebrates, fish, and a variety of chemical measurements. Conclusions reached included the following: (1) Statistically, there were insufficient differences in samples from potentially affected streams and the control stream to conclude that biologic differences due to munitions waste exist. (2) Evaluation of data was hampered by the fact that no adequate analytical technique exists for measuring trace amounts of TNC in water.

A broad range of chemicals including metals, explosives, and other organic compounds were found in source areas and in groundwater. The results of a risk assessment indicate that unacceptable levels of human health risks potentially exist. Conceptual models of site and unit characteristics were formulated to explain major findings, and areas not contributing to the problem were identified. For many source areas, major unknowns exist regarding hydrology, extent of contamination, and current and future impacts to groundwater quality.

Book excerpt: ICF Kaiser Engineers (ICF) and Environmental Resournes Management (ERM) have been contracted by the U.S. Army Environmental Center (USAEC) to perform a Focused Feasibility Study (FS) for contaminated soil within the northern industrial areas of Milan Army Ammunition Plant (MAAP), Tennessee. This work is being performed under Contract No. DAAA15-91-D-0014, Task Order 2. The purpose of the Focused FS is to develop and evaluate remedial alternatives such that an appropriate remedy can be selected for the site. The MAAP Remedial Investigation (RI) performed in 1989-1991 (USAEC, 1991a) confirmed that the O-Line Ponds area, facility drainage ditches that received industrial wastewater, and manufacturing and disposal areas have been sources of groundwater contamination. One finding of the RI Report was that sufficient information was available concerning the O-Line Ponds area to proceed with a Focused FS. The O-Line Ponds area was further divided into two operable units (OUs): OUl is the groundwater immediately downgradient of the O-Line Ponds area, and OU2 is the soil, surface water, and sediment at the O-Line Ponds area. A Proposed Plan and Record of Decision (ROD) for OUl were finalized in 1992, which called for groundwater extraction, treatment, and reinjection of the treated water upgradient of the O-Line Ponds. The design of this system was completed in 1993, and construction of the system is currently underway. For 0U2, the Proposed Plan and ROD (finalized in 1993) called for the extension of the existing multi-layered cap to cover the contaminated soil around the perimeter of the existing cap. The design of the cap extension was completed in 1994, and construction will begin in late 1994.
