The model, called AmmoBox, is tailored to depot container procedures and equipment resource constralnts. It provides data on daily container output, and container processing time. Hawthorne Army Depot is used to illustrate the process. The model approximates the depot's container capability, and the simulation results assist to determine the equipment augmentation needed to meet depot mobilization goals. Container enhancement projects are also evaluated with AmmoBox. The model-generated data reflect the impact of changes to depot procedures and infrastructure. These data on daily container output and container processing time are recommended for use in a more detailed decision support system for funding and prioritization of depot projects.

This modernization effort includes the procurement of new intermodal containers, container handling equipment, port upgrades and agreements with commercial industry. In order to understand how ammunition can be transported effectively and efficiently, the supply chain must be examined to identify choke points, limitations and short-falls that occur during the ammunition movements from the depot to the "foxhole". This thesis examines the issues affecting the ammunition supply chain within the DoD and the Defense Transportation System. Analysis and recommendations are provided to improve the transportation of ammunition through this system.

The current document has been rewritten to reflect the changes in the Transportable Disposal System which resulted in the CAMDS and voids the original documentation prepared on the Transportable Disposal System.

Book excerpt: The U.S. Army Transportation Engineering Agency (USATEA), participated in the development of shipping procedures for eight different types of ammunition which were used in the initial Department of Defense (DOD) test shipment in Sea-Land shipping containers to the Republic of Vietnam (RVN). USATEA's portion of the tests consisted of providing transportation environmental test criteria, participation in the test loadings at Savanna Army Depot, observation of the loading and securing of 2.75-inch rockets and 155-millimeter shells at the Louisiana Army Ammunition Plant, and installation of mechanical shock recorders in two containers to determine shock and vibration environment during the entire move. The movement, originating at Doyline, Louisiana, encompassed highway to Port Chicago, California; terminal handling at Port Chicago; ocean voyage to Cam Ranh Bay, RVN; handling at Cam Ranh Bay; barge move to Qui Nhon; unloading at Qui Nhon; and, finally, the highway move by military convoy to a forward ammunition supply point at Pleiku. Army personnel (USATEA and U.S. Army Materiel Command (USAMC)) inspected the loads at Port Chicago, California, and Cam Ranh Bay and Pleiku, RVN. Good shock and vibration information was obtained covering the entire move, including handling. The shipping procedures proved adequate, and no damage to the cargo was noted. (Author).

Book excerpt: The U.S. military has a stockpile of approximately 400,000 tons of excess, obsolete, or unserviceable munitions. About 60,000 tons are added to the stockpile each year. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. Alternatives for the Demilitarization of Conventional Munitions reviews the current conventional munitions demilitarization stockpile and analyzes existing and emerging disposal, treatment, and reuse technologies. This report identifies and evaluates any barriers to full-scale deployment of alternatives to OB/OD or non-closed loop incineration/combustion, and provides recommendations to overcome such barriers.
