Book excerpt: After five years of debates, consultations and negotiations, the European institutions reached an agreement in 2013 on the Common Agricultural Policy (CAP) for the 2014-2020 period. The outcome has major implications for the EU’s budget and farmers’ incomes, but also for Europe’s environment, its contribution to global climate change and to food security in the EU and in the world. It was decided to spend more than €400 billion during the rest of the decade on the CAP. The official claims are that the new CAP will take better account of society's expectations and lead to far-reaching changes by making subsidies fairer and ‘greener’ and making the CAP more efficient. It is also asserted that the CAP will play a key part in achieving the overall objective of promoting smart, sustainable and inclusive growth. However, there is significant scepticism about these claims and disappointment with the outcome of the decision-making, the first in which the European Parliament was involved under the co-decision procedure. In contrast to earlier reforms where more substantive changes were made to the CAP, the factors that induced the policy discussions in 2008-13 and those that influenced the decision-making did not reinforce each other. On the contrary, they sometimes counteracted one another, yielding an ‘imperfect storm’ as it were, resulting in more status quo and fewer changes. This book discusses the outcome of the decision-making and the factors that influenced the policy choices and decisions. It brings together contributions from leading academics from various disciplines and policy-makers, and key participants in the process from the European Commission and the European Parliament.

These changes include a new tier of environmental conditions, with penalties for farm businesses that do not comply or fail to meet new criteria for 'active' farmers, farm size and number of employees. The Committee sets out the key principles the UK government should promote. The first objective of the CAP should be to maintain and enhance the EU's capacity to produce food with a significant degree of self sufficiency and, in the long term, less reliance on income support from the tax payer. The UK's future food security is threatened by the low profitability of its agriculture. More than half of UK farm businesses would be unprofitable without the support they receive through the CAP. The Committee concludes that direct payments have a place within the CAP for as long as business conditions in agriculture fail to deliver a thriving and profitable industry. The CAP must deliver a competitive and viable agricultural sector that produces safe and high quality food with a lower environmental impact. The UK should press for the EU to argue more strongly for recognition of environmental and animal welfare production standards within trade agreements. The committee also warns that the EU proposal for a multi-tiered single farm payment will require expensive new computer systems and auditing.

Book excerpt: The Civil Dialogue Groups (CDGs) are a stakeholder consultation tool used by the Directorate-General for Agriculture and Rural Development of the European Commission (DG AGRI) to maintain an open, transparent and regular dialogue with representatives of the civil society on issues in the field of agriculture and rural development, including the international aspects thereof. The CDGs were setup by DG AGRI by the Commission Decision 2013/767/EU and made operational from 1 July 2014 following the reform of the Common Agricultural Policy (CAP) covering the period from 2014 to 2020. The CDGs are composed of selected, EU-wide, non-governmental organisations registered in the joint European Transparency Register. Currently, there are 13 CDGs, each covering one or multiple sectors (e.g. Animal products and Arable crops) or horizontal aspects (e.g. CAP in general, Direct payments and greening and Environment and climate change). Each CDG meets, at least, twice a year and needs to accomplish the following five tasks: (1) to hold a regular dialogue on all matters relating to the common agricultural policy, including rural development, and its implementation, and in particular the measures which the European Commission is called on to take in that context, including the international aspects of agriculture; (2) to bring about an exchange of experience and good practice; (3) to assist the European Commission and advise on policy; (4) to deliver an opinion on specific matters either upon request of DG AGRI and within the time limits set in that request, or on their own initiative; (5) to monitor policy developments. The main objective of this Policy Study is to provide input to the Commission on the current set up, functioning and work of the CDGs with a view to potential developments of the CDG framework. Within this context, the study analyses the impact of the CDGs on policy-making and the interlinkage with Better Regulation tools, assesses their present operation against the tasks set out in the Commission Decision and identifies areas for improvement. The analysis is structured into four themes: (1) essence of the CDGs, (2) interlinkage of the CDG consultation with Better Regulation (BR) tools, (3) composition of the CDGs, (4) organisation and functioning of CDGs.

The CAP remained almost entirely unchanged from its establishment at the Stresa Conference in July 1958 during more than 30 years and then was substantially reformed between 1992 and 2003. For many years with the status of the only common European Community policy governed by EU institutions, CAP is predisposed to complexity, which stems from the original policy design. Chapter 3 seeks to answer the question: 'What was the motivation for setting up the initial CAP design', which can give insight of the reform steps in the light of the initial policy base. By taking account of the context in which the CAP is implemented, namely the European integration, domestic developments and exogenous factors, Chapter 4 attempts to grasp the dynamics of the three major CAP reforms: MacSharry reform, Agenda 2000, and Fischler reform. The next chapter identifies the determinants of CAP reform. In line with the historical institutionalist perspective, Chapter 6 discusses causes for path dependence and policy feedback mechanisms. Finally, in regard to the growing use of the notion 'European agricultural model', the final chapter answers the question of whether the subsequent CAP reforms led to a policy paradigm shift.

The CAP has already undergone several reform processes: it has moved away from price support mechanisms to a system of direct payments, complemented by rural development policies in the so-called second pillar. However, as it becomes evident in the public debate on the reform of the CAP, different stakeholder groups take divergent views on what the objectives of a European agricultural policy should be and what instruments should be applied in order to meet these objectives. Based on country reports prepared by local experts the statements of stakeholder groups, such as governments, farmers' unions, scientists or environmental non-governmental organisations, on the reform proposals of the European Commission are analysed. This analysis formed the basis for discussion at an international conference in 2012, the results of which are also presented. Important conclusions drawn from this analysis are that there is a clear need to develop a long-term strategy for the CAP and to reconsider the function of direct payments.
