Book excerpt: La configuración de la dimensión ciudadana de la biblioteca pública suscribe su papel social y político, e implica la comprensión del proyecto bibliotecario público desde realidades sociales concretas, al incorporar con mayor claridad, intencionalidad y sistematicidad la formación ciudadana de sus usuarios y propiciar la expresión de prácticas que reconozcan, hagan explícitos y favorezcan procesos de transformación de la realidad social. Dimensión ciudadana que se traduce en un giro conceptual de la institución, que transciende la función educativa (complemento a la tarea escolar) y la cultural (acceso a la información y conocimiento), para cumplir con la función política: contribuir a la transformación del sujeto y de la sociedad desde procesos de formación ciudadana. Es así cómo a partir de un enfoque cualitativo, con la estrategia metodológica del estudio de caso sobre Parque Biblioteca España (como una realidad empírica), la base comprensiva sobre la biblioteca pública (discursos rectores) y los fundamentos conceptuales de la educación social, y mediante el uso de técnicas cualitativas (la observación participante y la entrevista), se planteó la configuración del ser, del hacer y del deber ser de la biblioteca pública, en la perspectiva de configurar su dimensión ciudadana, confrontada según las prácticas de la convivencia, la participación y la autonomía. Prácticas ciudadanas que surgen de las interacciones y las relaciones entre datos, discursos y acciones, en espacios diferentes al sistema escolar, o a lo que la educación social denomina educación por fuera de la escuela; y que dan cuenta, en el siglo XXI, de los nuevos sentidos y funciones de esta institución (biblioteca pública), inmersa en una sociedad que, al buscar la democracia, confiere a la información y al conocimiento un lugar primordial al considerarlos medios esenciales para ejercer la ciudadanía.
