Sin embargo, en muchos otros lugares de Europa el debate no pareció necesario, las reglas de juego europeas, aunque no son claras, han sido aceptadas por la mayoría sin ningún examen crítico. ¿Puede Europa funcionar como un Estado supranacional, capaz de asegurar un auténtico espacio público democrático, de preocuparse del bien común y de elevar progresivamente el nivel material, político, social y cultural de los pueblos que lo componen? En teoría sí. En la práctica, tal como es en la actualidad, no. ¿Puede Europa incidir en la política internacional desde un modelo democrático y que garantice la resolución de los conflictos desde la negociación y no el ataque? Para que esto sea posible, son necesarias varias condiciones: un verdadero poder del Parlamento Europeo en materia de iniciativa legislativa, un control democrático de las políticas monetarias y económicas, un presupuesto mucho más importante, la capacidad de endeudarse para emprender grandes obras e invertir en servicios públicos eficaces, una ayuda masiva a los nuevos países miembros, a los vecinos del Mediterráneo y al continente africano, un esfuerzo de inversión enorme en la investigación básica y en las energías renovables, una política social y de empleo efectiva, y tantas otras cosas ahora inexistentes. Si no conseguimos construir una ciudadanía y una opinión pública propiamente europea será el triunfo de los mercaderes. Si dejamos hacer, habrá, por supuesto, otras batallas en el futuro, pero todas tendrán los mismos retos: tratar de impedir que nuevos sectores caigan en las garras del mercado, impedir que la protección social se degrade todavía más, que los servicios públicos sean privatizados, que las desigualdades se ahonden y que Europa vaya a remolque de la política imperialista de los EEUU. Susan George es una de las principales figuras del movimiento altermundialista. Politóloga, vicepresidenta de Attac, es la autora de numerosos libros, entre los que destacan, Otro mundo es posible si...
