Book excerpt: For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing ‘search for legitimacy’ of the state.

The influential Italian architectural historian Manfredo Tafuri (1935–1994) invoked the productive possibilities of crisis, writing that history is a "project of crisis" (progetto di crisi). In this entry in the Writing Architecture series, Marco Biraghi explores Tafuri's multifaceted and often knotty oeuvre, using the historian's concept of a project of crisis as a lens through which to examine his historical construction of contemporary architecture. Mindful of Tafuri's statement that there is no such thing as criticism, only history, Biraghi carefully maps the influences on Tafuri's writing—Walter Benjamin, Karl Krauss, Massimo Cacciari, and the architect Ludovico Quaroni, among others—in order to create a portrait of one of the most complex minds in twentieth-century architecture and architectural history. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. The four types of crises are: (1) sudden; (2) bizarre; (3) perceptual; and (4) smoldering. The sudden crisis, for which administrators can prepare, includes incidents such as fire, explosions, natural disasters, violence, and terrorist attacks. The bizarre crisis is impossible to prepare for--the guide offers the example of a student who was crushed between two elevators while riding on the roof of the elevator for sport. The perceptual crisis is also difficult to anticipate. The authors cite the example of the small college fighting the perception that because they are small they cannot offer a good education. Finally, the smoldering crisis is the most common and is characterized by a situation that starts out small and internal, but grows and becomes a crisis. Some crises, such as academic scandals or anonymous accusations, can be either sudden or smoldering, depending upon the chain of events involved in the crisis.
