Propositions of laws or decrees, which have been rejected in the chamber, where they originated, before the final reading cannot again be proposed by any member during the sessions of that year, nor until the ordinary sessions of the year following. Art. 55. If the propositions of laws or decrees after having been discussed be approved by an absolute majority of the members present in both chambers, they shall be sent to the president, who if he also approves shall sign and publish the same; and if not, shall return them with his observations within ten working days to the chamber whence they originated. Art. 56. The propositions of laws or decrees returned by the presi dent, according to the preceding article, shall be a second time discussed in the two chambers. If in each of them, they be approved by two thirds of the members present, they shall again be sent to the president, who without further excuse must sign and publish them; but if not approved by the votes of two-thirds of the members, they cannot again be proposed until the year following. Art. 57. If the president should not return a proposed law or decree within the period prescribed in the 55th art. It shall be considered as approved by that very fact, and be promulgated as law; unless while the delay is not yet expired, congress should have closed or suspended its sessions, in which event the return must be made on the first day thereafter when congress shall again unite. Book excerpt: This book critically analyzes the state-based regime of international law, eliciting its colonial and decolonial origins and proposing a new sub-regional basis for dealing with contemporary global challenges. Since 1648, public international law has taken many steps to maintain peace and establish a just order. The State is deemed central to each of these efforts. Yet modern challenges, such as environmental mitigation, mass migration, and the need to stimulate economic growth, overwhelm the State. Could a regional approach to these questions, achieved in conjunction with strong sub-national local governance, establish a more effective framework for systemic change? Drawing on a history of colonization and decolonization, while scrutinizing decisions made about the imposition of the State on the basis of colonial boundaries, this multidisciplinary work analyses why current challenges are unlikely to be adequately addressed through existing governance structures. In response, it advocates for a sub-regional, transnational approach, drawing on analyses of pre-colonial shared histories and contemporary population ethnographies unfettered by hegemonic boundary drawing. The book argues that collaboration across such frontiers in the face of climate and other challenges may offer more feasible approaches to the pursuit of peace than the unquestioned maintenance of state-based structures of inherited privilege. This book will appeal to scholars and others with interests in international law, international relations, and international politics, as well as in the history and politics of colonialism.

Exploring the mechanisms of colonial order construction and the way in which that process prepared the ground for the emergence of national empires after independence, Niaz contends that the destruction of indigenous demography and culture was so complete that the societies and states of the New World are colonial in their basic fabric, thereby diverging from the Asian and African experience of European colonial rule. Independence from European empires intensified repression, instability, and inequality in each of the successor states, turning the rhetoric of equality and revolutionism into a legitimizing device for extraordinarily brutal regimes that completed the colonizing mission begun by European states. The volume examines these contradictions from a South Asian perspective and places the Americas in the broader narrative of the world’s historical experience of governance and arbitrary rule.
