It leaves a discretion. C-ol. Forbes. In the Army they have what is termed the summary court; the offender is brought before this summary court officer and he frequently got what they called a $10 blind or $20 blind, or 10 and 10 - 10 days in the guardhouse and $10 fine. You take $10 away from a soldier and you cause him to suffer a great many depriva tions. I would like to see a lesser fine imposed for disciplinary pur poses, but by all means some reasonable, rational, and sensible dis cipline other than taking money from the soldier, and the reason for that is that perhaps a man has some obligations to meet other than for his personal requirements. I believe very much in what the Secretary said about allotting this money or giving this money to the dependents of the soldier in a hospital. A soldier who is fit enough, when he receives his pay, to go to town and blow it in, having dependents, Should not be admitted to a hospital. I further believe that if there is responsibility 011 that soldier in the way of depend ents we Should enact legislation which would make it mandatory upon him to meet those Obligations. I believe the Government has been very liberal with our ex-soldiers, and I know they all appreciate it; I have heard no complaint as to What the soldiers receive other than the fact that they do not receive their checks promptly. In the early 1920s, as the nation recovered from World War I, President Warren G. Harding founded the U.S. Veterans Bureau, now known as the Department of Veterans Affairs, to treat disabled veterans. He appointed his friend, decorated veteran Colonel Charles R. Forbes, as founding director. Forbes lasted only eighteen months in the position before stepping down under a cloud of suspicion. In 1926—after being convicted of conspiracy to defraud the federal government by rigging government contracts—he was sent to Leavenworth Penitentiary. Although he was known in his day as a drunken womanizer, and as a corrupt toady of a weak president, the question persists: was Forbes a criminal or a scapegoat? Book excerpt: The years after World War I have often been seen as an era when Republican presidents and business leaders brought the growth of government in the United States to a sudden and emphatic halt. In When Good Government Meant Big Government, the historian Jesse Tarbert inverts the traditional story by revealing a forgotten effort by business-allied reformers to expand federal power—and how that effort was foiled by Southern Democrats and their political allies. Tarbert traces how a loose-knit coalition of corporate lawyers, bankers, executives, genteel reformers, and philanthropists emerged as the leading proponents of central control and national authority in government during the 1910s and 1920s. Motivated by principles of “good government” and using large national corporations as a model, these elite reformers sought to transform the federal government’s ineffectual executive branch into a modern organization with the capacity to solve national problems. They achieved some success during the presidency of Warren G. Harding, but the elite reformers’ support for federal antilynching legislation confirmed the worries of white Southerners who feared that federal power would pose a threat to white supremacy. Working with others who shared their preference for local control of public administration, Southern Democrats led a backlash that blocked enactment of the elite reformers’ broader vision for a responsive and responsible national government. Offering a novel perspective on politics and policy in the years before the New Deal, this book sheds new light on the roots of the modern American state and uncovers a crucial episode in the long history of racist and antigovernment forces in American life.
