Néanmoins, l'indicateur actuellement utilisé afin d'établir le portrait de la situation à l'échelle mondiale chiffre la proportion de population ayant accès à une source d'eau potable à 91%. Mise de l'avant par plusieurs organisations, cette statistique repose sur le type de source utilisé par les ménages, sans porter considération à la localisation de la source ni même à la qualité de celle-ci. L'objectif de cette étude est d'effectuer un portrait rigoureux des conditions d'accès et des inégalités actuellement observées dans les pays en voie de développement. En s'intéressant au temps de collecte nécessaire pour atteindre une source d'eau depuis son point d'utilisation, il est possible de déterminer le potentiel pour tous d'accéder aux services d'approvisionnement en eau potable. L'analyse des données des enquêtes démographiques et de santé (DHS) de l'Agence des États-Unis pour le développement (USAID) et des enquêtes à indicateurs multiples (MICS) de l'UNICEF permet de reconnaitre l'impact du temps de collecte pour 27 pays en voie de développement.

Dans les deux premières parties de cette thèse, nous avons utilisé des techniques d'évaluation contingente (consentement à payer) et des modèles de choix discrets (probit, biprobit, logit multinomial) pour mettre en évidence les liens entre les améliorations de l'accès à l'eau et à l'assainissement et les conditions de vie des ménages. Au-delà des déterminants déjà mis en évidence dans la littérature, nous avons montré que les indicateurs d'extrême pauvreté permettent de cibler les bénéficiaires des programmes pro-poor dans les secteurs de l'eau et de l'assainissement. Par ailleurs, les résultats des modèles mettent en évidence un lien étroit entre les choix avérés ou fictifs des ménages pour les ouvrages améliorés en eau et leurs pratiques actuelles (transport de l'eau, distance à parcourir, personne en charge de la collecte) ; leurs systèmes d'assainissement ; et la prévalence des maladies hydriques. Enfin, l'appartenance à un réseau social, la volonté de se prémunir du risque d'agression des femmes et des jeunes filles influencent positivement les choix des ménages en faveur des latrines améliorées. Adapter les ouvrages aux contextes locaux est essentiel pour assurer l'adéquation de l'offre à la demande, comme en témoigne le succès des latrines écologiques à Dapaong. Dans la troisième et dernière partie de cette thèse, nous avons recouru à des modèles dérivés de Heckman (switching regression), d'appariement et des prix hédonistes pour mener des analyses d'impact des améliorations des services d'eau et d'assainissement sur les conditions de vie des ménages. Il s'avère, tout d'abord, que le fait que le ménage obtienne un raccordement domiciliaire augmente son revenu monétaire (pauvreté monétaire) ainsi que son niveau de consommation en eau (pauvreté par l'approche des besoins de base). Nous avons également montré que le fait qu'un quartier bénéficie d'un programme d'amélioration des services en eau améliore les conditions d'accès à l'eau (coût d'accès, distance à la source et temps de collecte journalier). Enfin, nous avons observé une relation positive entre l'accès amélioré à eau et à assainissement et le prix de l'immobilier ; les logiques distributives devant être analysées en dynamique pour s'assurer de l'objectif pro-poor des programmes.

It has been predicted that an increase in the pace of sea level rise brought about by increasing greenhouse gas concentrations in the atmosphere will cause them to disappear, forcing their inhabitants to migrate. The present book represents a multidisciplinary legal and engineering perspective on this problem, challenging some common misconceptions regarding atolls and their vulnerability to sea-level rise. Coral islands have survived past changes in sea levels, and it is the survival of coral reefs what will be crucial for their continued existence. These islands are important for their inhabitants as they represent not only their ancestral agricultural lands and heritage, but also a source of revenue through the exploitation of the maritime areas associated with them. However, even if faced with extreme climate change, it could theoretically be possible for the richer Atoll Island States to engineer ways to prevent their main islands from disappearing, though sadly not all will have the required financial resources to do so. As islands become progressively uninhabitable their residents will be forced to settle in foreign lands, and could become stateless if the Atoll Island State ceases to be recognized as a sovereign country. However, rather than tackling this problem by entering into lengthy negotiations over new treaties, more practical solutions, encompassing bilateral negotiations or the possibility of acquiring small new territories, should be explored. This would make it possible for Atoll Island States in the future to keep some sort of international sovereign personality, which could benefit the descendents of its present day inhabitants.
