The 2002 election of Lula da Silva and his Worker's Party promised a radical shift toward progressive reform, transparency, and accountability, opposing the earlier centrist and market-oriented policies of the Cardoso government. But despite the popular support reflected in his 2006 reelection, many observers claim that Lula and his party have fallen short of their platform promises. They have moved to the center in their policies, done little to change the elitist political culture of the past, and have engaged in "politics as usual" in executive-legislative relations, leading to allegations of corruption. Under these conditions, democracy in Brazil remains an enigma. Progress in some areas is offset by stagnation and regression in others: while the country has seen renewed economic growth and significant progress in areas of health care and education, the gap between rich and poor remains vast. Rampant crime, racial inequality, and a pandemic lack of personal security taint the vision of progress. While there is a growing scholarly awareness about the importance of such parties for democratic stability, much less is known about their origins. In this groundbreaking book, James Loxton takes up this question by examining new conservative parties formed in Latin America between 1978 and 2010. The most successful cases, he finds, shared a surprising characteristic: they had deep roots in former dictatorships. Kurt Weyland examines, in particular, the surprising willingness of presidents in four Latin American countries to enact daring reforms and the unexpected resultant popular support. He argues that only with the robust cognitive-psychological insights of prospect theory can one fully account for the twists and turns of politics and economic policy in Argentina, Brazil, Peru, and Venezuela during the 1980s and 1990s. Assessing conventional approaches such as rational choice, Weyland concludes that prospect theory is vital to any systematic attempt to understand the politics of market reform. Under this theory, if actors perceive themselves to be in a losing situation they are inclined toward risks; if they see a winning situation around them, they prefer caution. In Latin America, Weyland finds, where the public faced an open crisis it backed draconian reforms. And where such reforms yielded an apparent economic recovery, many citizens and their leaders perceived prospects of gains. Successful leaders thus won reelection and the new market model achieved political sustainability. Weyland concludes this accessible book by considering when his novel approach can be used to study crises generally and how it might be applied to a wider range of cases from Latin America, Africa, and Eastern Europe.

Civil society is often weak, poverty and inequality high, political parties ephemeral and attachments to them weak, corruption rampant, and clientelism widespread. Voting decisions in developing democracies follow similar logics to those in advanced democracies in that voters base their choices on group affiliation, issue positions, valence considerations, and campaign persuasion. Yet developing democracies differ in the weight citizens assign to these considerations. Where few social identity groups are politically salient and partisan attachments are sparse, voters may place more weight on issue voting. Where issues are largely absent from political discourse, valence considerations and campaign effects play a larger role. Campaigns and Voters in Developing Democracies develops a theoretical framework to specify why voter behavior differs across contexts.
