The study of the determinants of entry into criminal activities should pay attention to major events affecting youth. In many countries, one of these important events is mandatory participation in military service. The objective of this study is to estimate the causal relationship between mandatory participation in military service and crime. The authors exploit the random assignment through a draft lottery of young men to conscription in Argentina to identify this causal effect. Their results suggest that participation in military service increased the likelihood of developing a criminal record in adulthood (in particular, for property and weapon-related crimes).

Russell Weigley writes: The historic preoccupation of the Army's thought in peacetime has been the manpower question: how, in an unmilitary nation, to muster adequate numbers of capable soldiers quickly should war occur. When the nature of modern warfare made an all-volunteer army inadequate, the major Western democracies confronted the dilemma of involuntary military service in a free society. The core of this manuscript concerns methods by which France, Great Britain, and the United States solved the problem and why some solutions were more lasting and effective than others. Flynn challenges conventional wisdom that suggests that conscription was inefficient and that it promoted inequality of sacrifice. Sharing similar but not identical diplomatic outlooks, the three countries discussed here were allies in world wars and in the Cold War, and they also confronted the problem of using conscripts to defend colonial interests in an age of decolonization. These societies rest upon democratic principles, and operating a draft in a democracy raises several unique problems. A particular tension develops as a result of adopting forced military service in a polity based on concepts of individual rights and freedoms. Despite the protest and inconsistencies, the criticism and waste, Flynn reveals that conscription served the three Western democracies well in an historical context, proving effective in gathering fighting men and allowing a flexibility to cope and change as problems arose.

As Byers argues, although conscripts were only liable for home defence, they also soon came to be a steady source of recruits for active duty overseas. While Canadian generals were criticized for championing an overseas army too large to maintain through voluntary enlistment – leading inevitably to calls to send conscripts to Europe – until now there has been little satisfactory explanation for why military leaders pushed for (and why politicians accepted) such a sizeable overseas force. In the first full-length book on the subject in almost forty years, Byers combines underused and newly discovered records to argue that although conscripts were only liable for home defence, they soon became a steady source of recruits from which the army found volunteers to serve overseas. Responses that such wartime commissions were temporary commissions in the Army of the United States (AUS), rather than in the Regular Army (RA), are usually met with blank looks. During World War II, almost all Army commissions--the authorization from the government that gives a military officer the right to command--were temporary AUS commissions. The AUS commission saw continued use in limited numbers after the war, but has been in hiatus since the early 1980s. The AUS commission was the last of several types of temporary commissions the United States government used to expand the Army officer corps during wartime. The use of temporary commissions to provide enough officers to lead the quickly growing ranks was the standard practice during most of the major wars fought by the United States until after the end of the Vietnam War, varying only in the type of commission and method for raising additional wartime forces. Only since 1980 has the US Army sought to wage war without issuing some sort of temporary commission to expand the officer corps"--
