Book excerpt: Labor market duality is a complex and critical issue for many countries that can lower productivity, contribute to inequality and result in negative externalities. In this paper, I study duality in the Korean labor market and analyze its sources and potential policy options. I find that employment protection legislations and large productivity differentials are the key drivers of Korea’s duality. In addition, applying a general equilibrium search-and-matching model and calibrating it to the Korean economy, I show that well-calibrated flexicurity policies can significantly reduce duality and inequality and raise welfare and productivity. Notably, the introduction of all three pillars—flexiblity, a strong safety net and active labor market policies—is critical for its success. If only one pillar is introduced it can result in negative side-effects and might not reduce duality.

The 40 hour workweek was eventually introduced in 2005, meaning that many people were finally no longer legally obliged to work on Saturdays or Sundays. Despite expectations that this legislation would have a remarkable impact on both society and each individual, Korea is still one of the highest ranked OECD countries in terms of the length of working hours. The reduced working hours have been filled with ‘overwork’ on weekdays or weekends. Given the large amount of time Koreans dedicate to work, concerns regarding leisure time and expenditure on leisure products are becoming increasingly significant. This book evolved from the initial questions ‘why do Koreans work so hard for long hours?’ and ‘don’t the Korean working population want to spend time on leisure?’, and comes to the conclusion that the lengthy working hours have a major impact on the ability of average Koreans to participate in leisure activities. In the process of solving its initial research questions, this book explores the historical formation of the working class, the labour market, and the relationship between work and leisure and leisure policy. It also conducts various forms of empirical research, such as questionnaire survey and interviews, and uses a range of different research methods, including case studies, comparative historical analysis and secondary data analysis. As such, this book will undoubtedly appeal to anyone wishing to understand more about Korean society, and to anyone with an interest in how a wide variety of research methods are brought together in real world research.

Raising youth employment is a priority, particularly as Korea faces the most rapid population ageing among OECD countries. Low youth employment is due to a mismatch between education and the labour market, reflecting a large skill gap between highly-educated youth who race for credentials to secure attractive careers and older workers retiring from jobs that require less human capital. The share of university graduates among young Koreans is the highest in the OECD, but their employment rate is relatively low even as small firms confront serious labour shortages. Dualism in the labour market (between regular and non-regular workers) and the product market (between small and large firms) encourages young people to queue for jobs in large firms and the public sector to avoid low-wage precarious jobs. Raising the youth employment rate requires breaking down dualism while reforming the education system. Vocational education in secondary schools, which has shrunk while becoming another route to tertiary education, should be improved to make it a direct path to employment. Expanding the approach of Meister schools and the work-learning dual programme would help in that regard. Tertiary education should become more flexible and responsive to the demands of employers. Active labour market policies should focus less on direct job creation and more on job placement and training.
