Book excerpt: This study tested the public acceptability of three well-known and widely discussed pricing policies: Congestion pricing in which vehicles driving in the Manhattan business district on weekdays would pay a fee and express lanes on highways for solo drivers who pay a toll as well as buses and high-occupancy vehicles increases in the cost of on-street parking.

Available in PDF, EPUB and Kindle. Book excerpt: . . . this book is an interesting collection of papers on the topic of road congestion pricing. . . The reader should find this collection to be both interesting and informative, but also quite thought-provoking. . . The papers also provide some very useful information about projects that have not worked or have not been implemented for various reasons and lessons that can be learnt from failures to implement and failures of pricing schemes. Peter R. Stopher, International Planning Studies In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

Available in PDF, EPUB and Kindle. Book excerpt: The country's leading transport expert describes how the driverless vehicle revolution will transform highways, cities, workplaces and laws not just here, but across the globe. Our time at the wheel is done. Driving will become illegal, as human drivers will be demonstrably more dangerous than cars that pilot themselves. Is this an impossible future, or a revolution just around the corner? Sam Schwartz, America's most celebrated transportation guru, describes in this book the revolution in self-driving cars. The ramifications will be dramatic, and the transition will be far from seamless. It will overturn the job market for the one in seven Americans who work in the trucking industry. It will cause us to grapple with new ethical dilemmas-if a car will hit a person or a building, endangering the lives of its passengers, who will decide what it does? It will further erode our privacy, since the vehicle can relay our location at any moment. And, like every other computer-controlled device, it can be vulnerable to hacking. Right now, every major car maker here and abroad is working on bringing autonomous vehicles to consumers. The fleets are getting ready to roll and nothing will ever be the same, and this book shows us what the future has in store.

Book excerpt: With the increasing interest in the application of an urban road congestion pricing, a simulation of running a charging scheme in New York City could be useful for future transportation development. The scenario is charging on the inbound to the New York Center Business District (CBD). It is used to estimate the changes in traffic volume and traffic speed. By using the New York Best Practice Model (NYBPM) to set up the charging standards, a level of traffic congestion will be estimated, and it will be distributed in a certain pattern. The charging scheme is based on the concept of tolling “equity.” ...

Book excerpt: The first edition of this pragmatic course text emphasized the policy value of a "big picture" approach to the ethical, political, technological, scientific, economic, and management aspects of environmental issues. The text then applied this approach to real-world case examples involving leaks in underground storage tanks, toxic waste cleanup, and the effects of global climate change. This second edition demonstrates the ongoing effectiveness of the book's framework in generating meaningful action and policy solutions to current environmental issues. The text adds case examples concerning congestion taxes, e-waste, hydrofracking, and recent developments in global climate change, updating references and other materials throughout and incorporating the political and policy changes of the Obama administration's first term and developments in national and global environmental issues.

This book was released on 2012-09-03 with total page 1056 pages. Available in PDF, EPUB and Kindle. Book excerpt: New York remains the Empire State. Its trillion dollar economy makes the state a national-and often world-leader in banking, finance, publishing, soft services (law, accounting, insurance, consulting), higher education, culture, and the arts. With more than one in five of its residents having immigrated from elsewhere, New York State is an ethnic and social harbinger for an increasingly diverse nation. Recent years have found it, like many other big states, challenged to achieve effective governance. How is, can, or should such a state be governed? What is its history? What is its future? The Oxford Handbook of New York State Government and Politics offers an unusually comprehensive, detailed, and systematic study of this unique and influential state. The thirty-one chapters in The Oxford Handbook of New York State Government and Politics assemble new scholarship in key areas of governance in New York, document the state's record in comparison to other US states, and identify directions for future research. Following editor Gerald Benjamin's introduction, the handbook chapters are organized in five sections that look at the state constitution, state political processes, state governmental institutions, intergovernmental relations, and management and policy areas. Chapters address a wide array of topics including political parties, campaign finance policy, public opinion polling, elections and election management, lobbying and interest group systems, the state legislature, the governorship, the judiciary, the state's "foreign policy," education, health care policy, public safety, economic development, transportation policy, energy policy, and more. A final chapter, compiled by the state archivist, consists of a most extensive annotated bibliography of resources on state history, state political history, the state constitution, and state political processes. Chapter authors include both scholars of New York State and current and former state officials.
