This would mean moving away from the current motoring taxation system and introducing a variable charging system depending on the level of road congestion. Issues discussed include: public attitudes, travel trends, options for national road pricing, institutional aspects of implementation, possible interim options to a national scheme, including the UK lorry road user charging scheme and local congestion charging pathfinder schemes. Amongst the report's conclusions, it finds that national road pricing is becoming feasible in the medium-term (in 10 to 15 years) and could meet the Government's objectives. However, its successful implementation requires the promotion of a greater degree of public acceptance. Although a national scheme is still some years off, a number of practical steps can be taken now in preparation, including promoting a public debate to inform and raise awareness, with research into road users' behaviour and implications for business; working with car manufacturers in the development of vehicle technology standards; and working with local authorities on introducing local charging schemes to tackle congestion problems. Book excerpt: As Philadelphia continues to grow, it will become increasingly important for the city to mitigate existing congestion as well as future growth in a way that improves the livability of the city while continuing to promote economic development. This study aims to determine the necessity and feasibility of congestion pricing in Philadelphia, Pennsylvania. Through case study evaluations of London, Stockholm and New York City as well as an in-depth evaluation of the Philadelphia condition, I ask: if congestion pricing would alleviate congestion in Philadelphia, if congestion pricing is feasible in Philadelphia, and why Philadelphia does not need congestion pricing. Based on a review of literature related to emissions and climate change, transportation policy, and public perceptions of congestion pricing schemes around the world, interview questions were developed for industry professionals. From there, quantitative data related to vehicle miles traveled, travel times, economic indicators and commuting patterns were analyzed. Analysis of the quantitative and qualitative data was used to develop a framework for future development of a congestion charge as well as a preliminary plan for a congestion charge in Philadelphia. Ultimately, this study concludes that congestion pricing is feasible in Philadelphia but is not yet needed. However, given the trajectory of automobile use, it is recommended that Philadelphia begin the process of evaluating and developing a plan for congestion pricing to be implemented in the future. Further research is needed to determine priorities for Philadelphians in terms of congestion management as well as the specific design elements of the charging scheme.

Book excerpt: For the past few years, the Corps has been working on what is known as the Restructured Upper Mississippi River-Illinois Waterway Feasibility Study, the heart of which is a multibillion-dollar proposal to double the length of up to a dozen locks on the river. The Research Council first reviewed the feasibility study in 2001 during controversies over the accuracy of models being used by the Corps to justify lock expansion based on increased demand for barge transportation. More than 100 million tons of cargo-half of it grain destined for international markets, the other half goods such as construction materials, coal, and chemicals-are shipped along the navigation system each year. The locks, which along with dams allow barges to traverse uneven river depths, were originally designed for "tows" of barges up to 600 feet long, but the length of a typical tow has increased, forcing the Corps to look for ways to relieve congestion. The book finds the U.S. Army Corps of Engineers has made good progress in broadening its proposed plan for navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration. However, the plan still does not provide sufficient economic justification for expanding locks on the rivers because of flaws in the models the Corps used to predict demand for barge transportation. Little attention is paid to inexpensive, nonstructural navigation improvements that could help better manage existing levels of barge traffic. The revised plan has been usefully expanded to include many creative and potentially useful ecosystem restoration measures. These measures, however, should be more firmly grounded in river science principles and more broadly consider ways the river's ecology might affect or be affected by navigation, recreation and other uses.
