The different interpretations of nature-culture and the role of humans in the ecosystem are often at the centre of the conflict. Although we find some evidence that foreign investors locate in sectors with high levels of air pollution, the evidence is weak at best. We then examine whether foreign firms pollute less than their peers. We find that foreign plants are significantly more energy efficient and use cleaner types of energy. We conclude with an analysis of US outbound investment. Although the pattern of US foreign investment is skewed towards industries with high costs of pollution abatement, the results are not robust across specifications.

In the last quarter century, we have seen the surprising and sobering consequences of this wealth, producing what is now known as the "resource curse." Countries with large endowments of natural resources, such as oil and gas, often do worse than their poorer neighbors. Their resource wealth frequently leads to lower growth rates, greater volatility, more corruption, and, in extreme cases, devastating civil wars. In this volume, leading economists, lawyers, and political scientists address the fundamental channels generated by this wealth and examine the major decisions a country must make when faced with an abundance of a natural resource. They identify such problems as asymmetric bargaining power, limited access to information, the failure to engage in long-term planning, weak institutional structures, and missing mechanisms of accountability. They also provide a series of solutions, including recommendations for contracting with oil companies and allocating revenue; guidelines for negotiators; models for optimal auctions; and strategies to strengthen state-society linkages and public accountability. The contributors show that solutions to the resource curse do exist; yet, institutional innovations are necessary to align the incentives of key domestic and international actors, and this requires fundamental political changes and much greater levels of transparency than currently exist. It is becoming increasingly clear that past policies have not provided the benefits they promised. Escaping the Resource Curse lays out a path for radically improving the management of the world's natural resources.

Although the first settler is the legitimate owner of a plot of land, its remoteness from the government's administrative center makes it difficult to prove it. This creates incentives for a contestant to dispute his claims. Both contenders will expend resources in order to secure ownership. Due to transport costs, the more remote is a plot of land, the lower its output value; this tends to discourage appropriative activities. Land degradation is sometimes used as a substitute to appropriative activities. A lower discount rate may encourage land degradation.

Given the large percentage of private land in some states and the often opposing interests of the parties, these authorities' efforts often put them in conflict with land owners. Navigating these conflicts well is important for the effective and efficient management of natural resources in the US and the current paper applies the social science of procedural fairness to identify three critical concerns that should be attended to in these conflicts: (1) the reason for the importance of perceived procedural fairness lies in its ability to signal that the individual is valued in the process, (2) voice in the process and the ability to influence the decision are critical components of perceived procedural fairness in this context, (3) the perception of procedural fairness will be most important in the face of uncertainty.

Book excerpt: The book discusses the failure of many African governments in providing the social needs of the masses, thereby placing the citizenry on the desperate quest for economic resources. Unfortunately, in many African States, mineral resources are owned, explored and marketed by the machinery of the state. The problem arises when the masses begin to challenge state access and ownership of resources that are domiciled within their ancestral land, communities, and constituencies. Often the challenge and resistance to state ownership of resources is generated by communal or group sense of exploitation, negligence and widespread poverty in the face of high resource endowment and waste by the government officials. Paradoxically, in Niger Delta of Nigeria, as discussed in the book, the state has unleashed unlimited might upon all social groups and agitators, thereby leading to the increased act of taking arms by such groups. When the informal resource agitators succeed in arming themselves, they begin to demand social and environmental justice, thereby leading to mass armed conflict between them and the government security agencies. Sometimes, the confrontation could be between them and other rival local resource actors in the informal sector of their country’s economy bearing in mind that the resources within their jurisdiction have become the central determinant of national commonwealth. It is at that state of desperado to control access, extraction and sale of natural resources in a State, by different armed groups that the process of natural resources extraction qualifies as the most visible cause of conflicts and crises around the African continent that is the centrepiece of the book. This is quite understandable given that mineral resource is a gift of nature; and nature is that phenomenon that every human, group and nation claim to represent, or, believe to represent them.

Mandel analyzes the causes and consequences of present tensions and offers case studies of five recent or ongoing resource conflicts illustrating major areas of confrontation and identifying the range of policy issues we need to confront. Synthesizing his findings, Mandel demonstrates the need for rethinking current policy and suggests alternative approaches that may help to reduce international conflict. The author first describes worldwide scarcity trends and trends in resource conflict and their relation to international conflict as a whole. He looks at the dynamics of resource competition, assessing the impact of scarcity, declining economic development, environmental awareness, resource interdependence, and other factors. The first case study, centering on the protection of an endangered species, examines the whaling confrontation that began in 1972. The oil crisis and the continuing conflict over fossil fuels is considered next. Other case studies focus on political coercion in the conflict over food; the scarcity of strategic minerals and competition to control them; and the conflict arising from nuclear pollution in the wake of the Chernobyl disaster. The concluding chapter, dealing with policy implications, explains why prevailing attitudes toward resources are counterproductive, and suggests ways of working more effectively to minimize international resource conflict.
