Download or read book Civil Servants and Public Policy written by Robert I. McLaren and published by Wilfrid Laurier Univ. Press. This book was released on 2006-01-01 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: This thoroughgoing study of international secretariats might be entitled "What the International Civil Servant Really Does," as opposed to what he or she should do or is believed to do. The author interviewed international officials, studied the documents of the agencies involved, and reviewed the relevant literature in an intensive investigation of the political role played by international secretariats of United Nations organizations. He suggests that various factors are involved in determining the role of these secretariats—size, types of functions, the degree of control exercised by member governments, the relative technical expertise of these governments and secretariat officials, the personalities of these officials. An original conclusion is reached: civil services, at least at the international level, do not necessarily play a significant policy-making role in their organizations.
Book Synopsis Governing Global Networks by : Mark W. Zacher
Download or read book Governing Global Networks written by Mark W. Zacher and published by Cambridge University Press. This book was released on 1996 with total page 324 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governing Global Networks argues that most international regimes are grounded in states' mutual cooperation, and not in the dictates of the most powerful states. It focuses on the regimes for four important international industries - shipping, air transport, telecommunications and postal services. Of particular importance to these regimes have been states' interests in both the free flow of commerce and their policy autonomy. The authors examine the relationship between these potentially conflicting goals. In particular they trace the impact of deregulation, which has led some states increasingly to place gains from economic openness ahead of their desire to maintain a high degree of control of their own economies; and to the decline of the traditional cartel elements of these regimes. This analysis is an important contribution to theoretical debates between neo-realists and neo-liberals in the study of international organisations and international political economy.

Book Synopsis Interstate Conflicts and the International Civil Aviation Organization by : Michał M. Kobierecki
Download or read book Interstate Conflicts and the International Civil Aviation Organization written by Michał M. Kobierecki and published by Taylor & Francis. This book was released on 2024-09-24 with total page 193 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book investigates the International Civil Aviation Organization (ICAO) and politicized debates held there. The author explores how participants have employed depoliticization as a defensive diplomatic technique in a multilateral forum. Analyzing cases such as the ICAO membership/ statehood of Spain, Taiwan, Cyprus, and South Africa; various instances of the Arab–Israeli conflict; shootdowns of the Korean aircraft by the USSR and Iranian aircraft by the United States; and the 21st century tensions between Russia and Western countries, the book focuses on how states under criticism defended themselves and used depoliticization rhetoric to weaken ICAO decisions. The book allows us to see how rivalries play out in a different environment to more investigated cases in the UN and INGOs such as the International Olympic Committee. This broad scope will appeal to scholars and students of international relations and political science, the Cold War, the Sino–Taiwanese conflict and the Arab–Israeli conflict. It will also appeal to practitioners working in civil aviation.
