Cet ouvrage propose donc une analyse rigoureuse et cohérente de ces problèmes pour permettre de surmonter ces difficultés. Il utilise certes les instruments de l'analyse économique, mais en s'efforçant d'en donner une présentation accessible pour toutes les sortes de publics et en évitant une formalisation excessive. On se rendra compte ainsi, par exemple, que les législations qui prétendent défendre la concurrence reposent sur des bases contestables, que le monopole n'est pas ce que l'on croit, qu'un cartel peut être souhaitable, que certains préjugés concernant les effets de la mondialisation ne sont pas justifiés, que les arguments en faveur du protectionnisme ne sont pas cohérents, etc. Cet ouvrage poursuit donc un double but : un but intellectuel consistant à donner les instruments d'une analyse cohérente, un but pratique en indiquant les voies qui devraient être prises par les politiques économiques ou le système judiciaire. Si la concurrence et la liberté des échanges se trouvent réunies dans un même ouvrage, c'est parce que ces deux concepts sont étroitement liés : ainsi que l'ouvrage le démontre, il ne peut pas y avoir de conception claire de la concurrence sans faire référence à la liberté économique et la liberté des échanges implique nécessairement la concurrence. C'est ainsi qu'on peut définir la mondialisation comme la liberté des échanges à l'échelle mondiale ou comme la généralisation de la concurrence au monde entier."

This groundbreaking study is the first to examine this 'protectionist turn' in full. Faced with a reaffirmation of mercantile jealousy under the Bourbon Restoration, Benjamin Constant, Jean-Baptiste Say and regional publicists advocated the adoption of the liberty of commerce in order to consolidate the new liberal order. But after the Revolution of 1830 a new generation of liberal thinkers endeavoured to reconcile the jealousy of trade with the discourse of commercial society and political liberty. New justifications for protection oscillated between an industrialist reinvention of jealousy and an aspiration to self-sufficiency as a means of attenuating the rise of urban pauperism. A strident denunciation of British power and social imbalances served to defuse the internal tensions of the protectionist discourse and facilitated its dissemination across the French political spectrum.
