Book excerpt: Many cities have sought to replicate the urban bus public-private partnership (PPP) structures that succeeded at the beginning of the millennia, such as those implemented in Brazil, Colombia, and Mexico. These cities improved their public transportation systems in the face of rapid urbanization, rising air pollution, and increasing road safety incidents through these PPP interventions. Examining these past international experiences, and others, Public-Private Partnerships in Urban Bus Systems: An Analytical Framework for Project Identification and Preparation first challenges the assumption that PPP structures are always the optimal approach for improving urban bus systems. The authors use relevant case studies to demonstrate that structuring such PPPs in cities in the developing world requires tailor-made interventions that respond to local contexts. The authors identify essential elements for PPP feasibility and invite readers to consider alternative solutions for achieving the desired objectives. This book presents an analytical framework that public transportation practitioners can use to support the process of identifying and preparing appropriate technical, financial, and legal structures to improve urban mobility if a PPP is the preferred solution. It follows a detailed, risk-based approach to thoroughly analyze the challenges that might be experienced by cities that pursue private participation in proposed urban bus interventions. Using specific examples, the authors thoroughly analyze the risks and the specific potential planning-stage challenges likely to be encountered and suggest strategies for practitioners to respond to the local contexts and the various alternative solutions. This study builds upon international experiences, predominantly in Latin America and in PPPs focused on streamlining fleet provision and operation. Finally, the book helps to identify and defi ne bankable project structures that could respond well to local contexts and minimize risks.

Book excerpt: Traffic congestion is a growing problem and unless policy makers and transportation officials make some dramatic changes, it will rise to unacceptable levels by 2030. In, Sam Staley and Adrian Moore explain the inefficient systems and politics that cause this escalating epidemic, presenting commonsense, high-tech solutions that will ease congestion and its troubling consequences. The book considers transportation policy through the intersection of four crucial and timely elements: global, economic, and cultural competitiveness; urban development trends; demographics; and transportation engineering and design. It sets goals for congestion reduction, outlines performance standards that increase transparency, calls for the redesign of the regional transportation network, and describes sufficient investment in technology.

Book excerpt: This collection examines public-private partnerships (PPPs) in transitional nations from the governance perspective. It explores the structures, legal frameworks and collaborative arrangements that underpin partnerships in Europe, Asia and Africa, and highlights government decisions that facilitate the transformation of societal challenges into developmental opportunities. By sharing the experience of nine nations, including China, Indonesia, Russia and Nigeria, it helps to better understand the commonalities in PPP deployment, avoid mistakes and pitfalls, and learn from other economies. The book raises the critical questions that concern many governments, including: What are the common and frequent mistakes that governments make when they deploy partnerships and deal with governance issues? How can countries increase PPPs’ benefits? Can PPPs be instrumental in accomplishing certain less traditional government tasks, such as disaster risk management of built infrastructure and promotion of clean energy? Can PPPs serve as a backbone of entrepreneurial networks and contribute to sustainable development? The groundwork is laid out for contrasting and comparing successful and unsuccessful government actions, institutional, legal and financing initiatives and procedures, allowing one to make cross-country and cross-sectoral comparisons. Policy-makers, consultants, managers and others working in the PPP field will find this volume useful, as well as academics, as they can learn from the international comparisons and the experience of others.

Available in PDF, EPUB and Kindle. Book excerpt: Viewing transportation through the lens of current social, economic, and policy aspects, this four-volume reference work explores the topic of transportation across multiple disciplines within the social sciences and related areas, including geography, public policy, business, and economics. The book’s articles, all written by experts in the field, seek to answer such questions as: What has been the legacy, not just economically but politically and socially as well, of President Eisenhower’s modern interstate highway system in America? With that system and the infrastructure that supports it now in a state of decline and decay, what’s the best path for the future at a time of enormous fiscal constraints? Should California politicians plunge ahead with plans for a high-speed rail that every expert says—despite the allure—will go largely unused and will never pay back the massive investment while at this very moment potholes go unfilled all across the state? What path is best for emerging countries to keep pace with dramatic economic growth for their part? What are the social and financial costs of gridlock in our cities? Features: Approximately 675 signed articles authored by prominent scholars are arranged in A-to-Z fashion and conclude with Further Readings and cross references. A Chronology helps readers put individual events into historical context; a Reader’s Guide organizes entries by broad topical or thematic areas; a detailed index helps users quickly locate entries of most immediate interest; and a Resource Guide provides a list of journals, books, and associations and their websites. While articles were written to avoid jargon as much as possible, a Glossary provides quick definitions of technical terms. To ensure full, well-rounded coverage of the field, the General Editor with expertise in urban planning, public policy, and the environment worked alongside a Consulting Editor with a background in Civil Engineering. The index, Reader’s Guide, and cross references combine for thorough search-and-browse capabilities in the electronic edition. Available in both print and electronic formats, Encyclopedia of Transportation is an ideal reference for libraries and those who want to explore the issues that surround transportation in the United States and around the world.

Book excerpt: The past five years have raised some serious new challenges, capital surplus, a global pandemic, debt crises, and a global economic crisis. While the responses to these challenges are complex, the fundamentals remain the same. Infrastructure remains a moral and economic imperative, as well as a good investment. However, many governments that would like to increase their infrastructure investment have limited capital, with infrastructure facing stiff competition from alternative uses of public funds. Public-Private Partnerships (PPPs) are part of a fundamental, global shift in the role of government – from being the direct provider of public services to becoming the planner, facilitator, contract manager and/or regulator who ensures that local services are available, reliable, meet key quality standards, and are affordable for users and the economy. This rich and practical book, now in its fourth edition, shows how the private sector (through – PPPs) can provide more efficient procurement through cheaper, faster, and better quality; refocus infrastructure services on service delivery, consumer satisfaction and life cycle maintenance; and provide new sources of innovation, technological advances and investment, including through limited recourse debt (i.e., project financing). This book provides a practical guide to PPP in all the following ways and more: how governments can enable, encourage and manage PPP; financing of new and existing infrastructure; designing and implementing PPP contractual structures; and most importantly, how to balance PPP risk allocation in practice. Specific discussion of each infrastructure sector (including local government) is provided. Lawyers and business people, engineers, development specialists, banking and insurance professionals, and academics will all find this book a useful guide for planning, designing and implementing PPP projects and programmes.

Available in PDF, EPUB and Kindle. Book excerpt: Public-Private Partnerships aims to discover the conditions under which public private partnerships may provide a viable alternative to the provision of public services and infrastructures by the state, while achieving efficient, sustainable, peaceful, and equitable development in four transition countries: China, Poland, Russia, and Ukraine. These countries have experienced command economy under communist rule for at least thirty years. They have only recently introduced market mechanisms. In spite of a huge literature in favor of public private partnerships in the west, scientific empirical evidence is generally mixed and balanced. Success or failure depends upon many factors that need to be identified and analyzed. Moreover, economic performance may be achieved at the expense of other criteria such as equity, public scrutiny, and accountability. This research (a cooperation between the University of Geneva and the United Nations) is the first attempt to evaluate public private partnerships based upon a review of the literature in Europe, documentary analysis, and in-depth interviews in the four countries with representatives of the public and private sectors, as well civil society organizations.
