The township institute should accomplish more in this direction than all other educational meetings combined. In order that the teachers may reap the desired results they should aid in bringing about the existence of the very best school conditions. The State Department prepares suggestive pro grams and the Reading Circle Board selects the best books obtainable, but the thoroughness of the work depends entirely upon the teachers. One of the most potent factors in the suc cess of the institute is the township trustee. He should be present at every meeting. He should enforce the rules on punctuality and at tendance, and when he sees a teacher who shirks his duty or whose attendance is short of the full day, he should call the attention of the teacher to these omissions. In these meetings he learns the needs of his schools, and is brought into close contact with his teachers. He should lose no opportunity to invite and in many instances should insist upon the patrons' attending the township institute. The trustee with the advice of the county superintendent should select a competent and experienced teacher as chairman of each insti tute, whose duty it'is to take charge of the work in the absence of the county superintend ent, and to carry out the instructions of the superintendent and trustee. A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. This report aims to shift the conversation about the "digital divide" from questions about access to technology to questions about access to opportunities for involvement in participatory culture and how to provide all young people with the chance to develop the cultural competencies and social skills needed.
