Book excerpt: The report develops an industry classification system for military procurements and, using DOD purchase data, estimates concentration in these industries. The study derives 4-firm concentration ratios on an industry basis and also estimates the proportion of each industry's sales going to the DOD. These ratios are compared with conventional DOD concentration measures as well as nondefense concentration ratios. Results show that unilateral buyer and seller monopolies are both rare in defense markets, the typical situation is bilateral market power, and the 100 largest defense contractors vary greatly in the percentage of military sales. The concentration figures suggest that new economic models of market relationships are needed to analyze the economics of defense markets. Also, a market dimension should be added to the DOD procurement data. (Author).

In particular, we ask whether and to what extent consolidation-driven increases in industry concentration affect the way in which the government procures its goods and services. We focus on the defense industry, by far the largest contributor to federal procurement spending in the U.S. This industry experienced a sharp increase in the level of concentration during the 1990s, driven by a series of large mergers between defense contractors. Using detailed microdata on Department of Defense (DoD) contract awards, we estimate the causal effect of industry concentration on a series of procurement outcomes, leveraging the differential impact of these mergers across product markets. We find that market concentration caused the procurement process to become less competitive, with an increase in the share of spending awarded without competition, or via single-bid solicitations. Increased concentration also induced a shift from the use of fixed-price contracts towards cost-plus contracts. However, we find no evidence that consolidation led to a significant increase in acquisition costs of large weapon systems, nor to increased spending at the product market level. We infer that the government's buyer power, especially relevant in this context given the government is often the only purchaser, constrained firms from exercising any additional market power gained by consolidation.

Book excerpt: Market research is a critical step in the acquisition process and requires due diligence; however, in October 2014, the Government Accountability Office identified limitations in market research performed on Department of Defense (DoD) procurements. To address these limitations, the authors evaluated issues that DoD acquisition professionals face in completing market research. They reviewed current federal literature pertaining to market research and analyzed data received from a questionnaire sent to more than 75 contracting and acquisition personnel, ranging from GS-09 contract specialists to Senior Executive Service-level assistant secretaries of the Navy. Different tools for market research were analyzed and benefits of a command-level staffed Market Research Center of Excellence were explored. Finally, the authors presented seven recommendations to improve market research effectiveness. This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Market research (MR) is the process of collecting and analyzing information, making a decision, and then documenting the results (PCADD), as defined in the Market Research Gathering Information About Commercial Products and Services (SD-5) published by the Defense Standardization Program Office. Additionally, the Federal Acquisition Regulation (FAR) devotes an entire chapter (Part 10) to MR, which "prescribes policies and procedures for conducting market research to arrive at the most suitable approach to acquiring, distributing, and supporting supplies and services" (FAR 10.000). It is based on statutory requirements found in 41 United States Code (USC) 3306(a)(1), 41 USC 3307, 10 USC 2377, and 6 USC 796. Obviously, MR is a critical step in the acquisition process and requires due diligence. However, in October 2014, the General Accounting Office (GAO) identified limitations in the MR performed on Department of Defense (DoD) procurements. This finding validated the work of Dr. Aruna Apte, Dr. Uday Apte and Dr. Rene Rendon of the Naval Postgraduate School (NPS) in their 2010 article "Contracting for Services in the U.S. Army: An Empirical Study of Current Management Practices" published in the Journal of Contract Management. The article cited recent GAO and DoD Inspector General reports that "have shown that [DoD] has not conducted adequate market research during procurement planning of services contracts" (Apte, Apte & Rendon, 2010, p.10). Additionally, improving MR was a constant theme in the Better Buying Power (BBP) trilogy under the last presidential administration. Our team investigated current MR literature, MR training and MR practices, specifically including communicating with industry. Communicating with industry is embedded in four of the eight MR techniques prescribed in FAR Part 10 and communicating with industry is also one of the seven MR guiding principles prescribed in the SD-5, clearly illustrating that communicating with industry is a key element of the overall MR process. We also developed and issued a MR survey to contracting and acquisition personnel. Finally, based on our investigation and analysis we then developed requirements for a notional Market Research Center of Excellence (MaRCOE) to help DoD agencies and major buying commands improve MR.

Available in PDF, EPUB and Kindle. Book excerpt: This study examines the defense spacecraft market in the context of the classical industrial organization paradigm. It takes as the basis for its evaluation of the market the concept of effective competition, using the criteria proposed by Stephen Sosnick in his article, 'Toward a Concrete Concept of Effective Competition.' The thesis begins by briefly describing the origin and evolution of the military space program. It then addresses the structure of the market, outlining the composition and concentration of the industry, the nature of the product, the extent of demand, and the conditions of supply. It discusses the particular structural features of the Department of Defense market. It shows how the conduct of the market is predominantly influenced by the DOD acquisition process for space systems. The examination of market performance focuses on internal and allocative efficiency, revealing a dramatic decline in productivity since the mid-1960s, due in large part to the increase in the unit cost of materials. It concludes by highlighting the links between the structure, conduct, and performance and shows how deviations for effective competition in the market result from these interactions. Keywords: Aerospace industry; Military procurement; Economics. (Theses).
