Book excerpt: Abstract: A new dataset of 1,948 retail stores in India compiled by the World Bank's Enterprise Surveys shows that 27 percent of the stores report labor regulations as a problem for their business. Using these data we analyze the effect of labor regulation on employment at the store level. We find that stricter labor regulation has a strong negative effect on employment. Our estimates show that labor reforms are likely to increase employment by 22 percent of the current level for an average store.

Book excerpt: This report aims to synthesize the results of a crop water use study conducted by country teams of the GEF/World Bank project, Regional Climate, Water, and Agriculture: Impacts on and Adaptation of Agro-ecological Systems in Africa. It also presents the results of the second phase of the study based on climate change scenarios, conducted by the South Africa country team. The actual evapotranspiration of five commonly grown crops-maize, millet, sorghum, groundnuts, and beans-in two selected districts were analyzed by six country teams. In addition, two country teams also analyzed other crops grown in the districts. The regional analysis shows that the actual yield of the different crops-specifically of maize and groundnuts-improves with an increase in actual evapotranspiration, although the gap remains wide between actual and potential yield and actual and maximum evapotranspiration, especially for the rainfed crops. This highlights the importance of improved water management if agriculture is to play an important role as a source of food security and better livelihoods. The report highlights the vulnerability of maize to water stress and the increased risks to the viability of rainfed farming systems based on this crop. The results of the second phase of analysis show that a 2°C increase in the temperature and a doubling of carbon dioxide concentration in the atmosphere will shorten the growing period of maize, which will result in decreased crop water requirement and use. The authors recommend extending this type of analysis to other crops as well as to other countries to develop a clearer picture of the changing pattern in crop water use of the major crops grown in the project countries.

Book excerpt: Private firms are at the forefront of the development process, providing more than 90 percent of jobs, supplying goods and services, and representing a significant source of tax revenues. Their ability to grow, create jobs, and reduce poverty depends critically on a well-functioning investment climate--defined as the policy, legal, and institutional arrangements underpinning the functioning of markets and the level of transaction costs and risks associated with starting, operating, and closing a business. The World Bank Group has provided extensive support to investment climate reforms. This evaluation by the Independent Evaluation Group (IEG) assesses the relevance, effectiveness, and social value of World Bank Group support to investment climate reforms as it relates to concerns for inclusion and shared prosperity. IEG finds that the World Bank Group has supported a comprehensive menu of investment climate reforms and has improved investment climate in countries, as measured by number of laws enacted, streamlining of processes and time, or simple cost savings for private firms. However, the impact on investment, jobs, business formation, and growth is not straightforward. Regulatory reforms need to be designed and implemented with both economic and social costs and benefits in mind; IEG found that, in practice, World Bank Group support focuses predominantly on reducing costs to businesses. In supporting investment climate reforms, the World Bank and the International Finance Corporation use two distinct but complementary business models. Despite the fact that investment climate is the most integrated business unit in the World Bank Group, coordination is mostly informal, relying mainly on personal contacts. IEG recommends that the World Bank Group expand its range of diagnostic tools and integrate them in the areas of the business environment not yet covered by existing tools; develop an approach to identify the social effects of regulatory reforms on all groups expected to be affected by them beyond the business community; and exploit synergies by ensuring that World Bank and IFC staff improve their understanding of each other's work and business models.

Accumulation of gold is associated with material and non-material cultures where the perceptions, attitudes and experiences of the members engaged in production and consumption are bound into a complex relationship. The idea of the book initially originated from the course of research work. It was found that India has the largest unorganised jewellery industry, in terms of manufacturing and consumption unit. Jewellery fabrication in India is not just a profession for the jewellers, but it has been a family tradition extending across generations. Gold jewellery makers (sunnar, swarnakars) are the spine of the jewellery industry. They acquired the skill of making jewellery from the experienced and learned gold smithery (karigars), either from their ancestors who were engaged in this business or from the craftsmen-cum-petty traders. The co-relations of castes, religion, culture, economy and class are intertwined with each other in such a way that made the gold jewellery industry sustainable. Surprisingly, there is an absence of literature on understanding the structural and functional aspects of the gold jewellery industry in India. This book explores the roles of sunars/swarnakars (goldsmith or jewellery makers), consumers, trade and the policies that bring a change in the gold jewellery industry in India and India’s position in the global market scenario. By focusing on their way of life, the book brings unique insights into the social and economic experience of the unorganised gold jewellery sector and the role of consumers in production.
