Book excerpt: This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.

Book excerpt: The latest population census in Egypt shows that there are more people now living along the narrow strip of land by the Nile than ever before, 95 million (CAPMAS 2017). The country’s rapidly growing population, its limited water resources, and its dependence on food imports all reinforce the importance of an integral agricultural policy. With the recent series of economic reforms that saw the flotation of the Egyptian pound, the imposition of a value-added tax, and decreases in energy subsidies, Egypt has a unique opportunity to focus on sector-level policies, including those within agriculture. This paper reviews agricultural and other related policies and their impact on the overall economic performance of the agricultural sector in Egypt. This stocktaking of policies is to serve as the basis for developing a more comprehensive agricultural strategy and policy framework that aligns sectoral policy objectives with policy measures in an effective and consistent manner. The paper is intended to serve as a reference for policymakers, researchers, and institutions. It highlights agriculture’s place in the Egyptian economy and examines water and irrigation policy and the provision and distribution of agricultural inputs, research, and extension, and reviews the price and procurement policies for key crops. Other public policies and their impact on agriculture are also evaluated via a look at the food subsidy system, land rent and tenure, land reclamation, and trade policies. The concluding section of the paper presents a summary of key messages and proposed questions for further research.

In agriculture, research into biotechnology and GMOs, as well as pesticides and herbicides, is big business - agribusiness. This book looks at the crucial roles of funding and the political context on the research agenda and its results in agricultural development. It provides a critical evaluation of the participatory methods now widely used and explores the ways in which research into biotechnology have reflected the interests of the various parties involved.

Book excerpt: Priority assessment for commodity improvement programmes has received methodological attention, yet innovation is needed for other, newer areas of research which have impact pathways that are harder to predict. Focusing on priority setting practices utilized in different international agricultural research institutes, this book discusses real world experiences and innovations with priority assessment methods. Chapters present approaches that have been used to articulate, explore and assess impact pathways and research priorities, while also considering their strengths and weaknesses and drawing together methodological lessons.

This book was released on 2013-03-09 with total page 359 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 1993, ISNAR, in collaboration with International Consortium for Application of Systems Approaches, organized a three-day workshop on systems approaches and modelling for agricultural development. Sponsored by the Dutch Ministry for Development Cooperation, the workshop was attended by participants from 12 national agricultural research systems (NARS), nine international agricul tural research centers (lARCs), and five advanced research organizations (AROs). Although application of systems approaches in agricultural research and resource management is a rather new field, there is already increasing demand for implemen tation of these approaches. This will require a critical mass of specialists in the NARS and IARCs. Before this critical mass can be obtained, however, the experience that has been gained in this area needs to be evaluated, further possibilities need to be explored, and new objectives and targets need to be set. This book, which contains the papers presented at the workshop, assesses the state of the art of systems approaches in agricultural research, resource management, and rural planning. It also gives an impression of the evolution of this interdisciplinary field and its use in national and international research centers. Another, less tangible, outcome of the workshop was its contribution toward strengthening the network of NARS, lARCs, and AROs. It gave participants and organizers a chance to develop contacts, and provided an opportunity to make the first proposals for collaborative programs. Special thanks are due to Peter Goldsworthy and Luc Boerboom for their crucial role in making the workshop a success in this regard.
