Book excerpt: Les négociations des Accords de Partenariat Pêche (APP) entre l’Union Européenne (UE) et les Organisations Régionales des Pêches (ORP) d’Afrique, des Caraïbes et du Pacifique (ACP) ont l’ambition d’obtenir dès 2008 des résultats à la fois « écologiquement sain » « économiquement viable », « socialement équitable » et de s’appuyer sur une « éthique humaniste ». Elles appellent à modifier la perception des accords de pêche du type “payer, pêcher et partir” afin d’y intégrer le développement des filières halieutiques locales et le principe du Rendement Maximum Durable. Les parties prenantes sont pleinement associées à la conception de cette approche, notamment grâce à la consultation des conseils consultatifs régionaux. Cette thèse entend s’interroger sur la façon dont ces accords doivent favoriser le développement des filières halieutiques locales, les débats sur la gouvernance des pêcheries en développement et la résolution des conflits qui nourrissent les négociations. Le cas d’études présenté est celui des Organisations Régionales des Pêches (ORP) des pays ACP caractérisés par une forte dépendance de la pêche et revendiquant des compensations financières de l’UE en échange de droit d’accès. Parmi les trois ORP ACP de pêche, la thèse se focalise uniquement sur la Commission Sous Régionale des Pêches (CSRP) de l’Atlantique Centre-Est. Plus particulièrement, une attention sur l’accord de pêche du 14 mai 1987 conclu avec la Mauritanie et qui a été constamment reconduit jusqu’au 31 juillet 2010, considéré depuis le “non renouvellement marocain” en 1999, comme une sorte de « cas d’école en la matière ».
