Book excerpt: "Completing Transition: The Main Challenges" was the topic around which the Oesterreichische Nationalbank and the Joint Vienna Institute organized a high-level conference in 2000, in a continuation of long-standing efforts to promote the dialogue and understanding between various regions in Europe. Given the heterogeneity of the transition countries of Central and Eastern Europe and the heterogeneity of progress toward convergence, the outlook for finishing transition is divergent. However, what will generally be important is corporate governance and institutional reform to sufficiently underpin macroeconomic success, plus a definite commitment of the responsible institutions in the transition countries to follow the chosen policies consistently.

Book excerpt: There is growing pressure on teachers and faculty to understand and adopt best practices to work with diverse races, cultures, and languages in modern classrooms. Establishing sound pedagogy is also critical given that racial, cultural, and linguistic integration has the potential to increase academic success for all learners. To that end, there is also a need for educators to prepare graduates who will better meet the needs of culturally diverse learners and help their learners to become successful global citizens. The Handbook of Research on Diversity and Social Justice in Higher Education is a cutting-edge research book that examines cross-cultural perspectives, challenges, and opportunities pertaining to advancing diversity and social justice in higher education. Furthermore, the book explores multiple concepts of building a bridge from a monocultural pedagogical framework to cross-cultural knowledge through appropriate diversity education models as well as effective social justice practices. Highlighting a range of topics such as cultural taxation, intercultural engagement, and teacher preparation, this book is essential for teachers, faculty, academicians, researchers, administrators, policymakers, and students.

Book excerpt: The Digital Television Transition and Public Safety Act of 2005 requires all full-power TV stations in the U.S. to cease analog broadcasting by Feb. 17, 2009, known as the digital television (DTV) transition. Prior to this date, the TV broadcast industry must take a series of actions to ensure that over-the-air programming will continue to be available once the transition is complete. For ex., broadcast stations must obtain, install, and test the necessary equipment needed to finalize their digital facilities. This report examines: (1) the status of broadcast stations in transitioning to digital; (2) the extent to which broadcast stations are encountering issues; and (3) the actions the FCC has taken to guide broadcasters in the digital transition. Charts and tables.

Book excerpt: As you know, telecommunications services are increasingly critical in transforming the way the federal government conducts business, communicates internally and externally, and interacts with citizens, industry, and state, local, and foreign governments. Electronic government services based on reliable, secure, and cost-effective telecommunications can enable agencies to streamline the way they conduct business, reduce paperwork and delays, and increase operational efficiencies. They also offer the potential for building better relationships between government and the public by making interaction with citizens smoother, easier, and more efficient. Accordingly, it is important that a far-reaching program like the FTS2001 program take full advantage of new services offered by industry; that agencies effectively and efficiently implement these telecommunications services to improve operations; and that the program be successfully implemented in order to maximize benefits to the taxpayers. The FTS2001 program is the successor to FTS 2000, which provided long distance telecommunications services to federal agencies. While federal agencies were required to use the FTS 2000 program for their long distance telecommunications, FTS2001 is not mandatory. The program relies instead on its ability to provide good services at low prices as a means of attracting and retaining federal customers. Under the FTS2001 program strategy, the General Services Administration (GSA) would also award contracts for local-area telecommunications services and ultimately might allow those contractors to offer both local and FTS2001 long distance services.

Book excerpt: Despite uneven progress, there are early signs of improvement and macroeconomic stabilization in some Arab Countries in Transition (ACTs). 1 However, persistently weak growth and subdued private investment amid heightened regional insecurity continue to weigh on the task of reducing unemployment. This calls for accelerated reform efforts by the authorities to achieve higher, more inclusive, and more private sector-led growth, supported by external partners. In addition, mobilizing affordable external financing could help boost well-implemented public investment and provide a short-term impetus to growth and employment, thereby stabilizing difficult socio-political conditions on the ground and providing space for deeper structural reforms.

Available in PDF, EPUB and Kindle. Book excerpt: This book reports on the findings from a research study of vocational and higher education graduates’ employability challenges. The nature and extent of these challenges, their underlying causes, and effective strategies to address the problems in this area are all analysed from a multiple-stakeholder paradigm. The primary focus of the book is on governments; secondary, vocational, and higher education systems; and industry employers - rather than graduates themselves - in order to highlight the policy and strategy implications for governments, industry and educational systems. Readers will acquire comprehensive information on the nature and extent of graduate employability in terms of country-specific challenges, together with a deeper understanding of their complex causes, and the inter-relatedness between governments, educational systems, industry sectors, and potential employers. They will also be provided with a broad range of stakeholder strategies designed to effectively address these challenges within integrated national and regional approaches.

Book excerpt: This book examines the role played by technologies in removing the disadvantage experienced by students with disabilities in higher education. Addressing five key themes, the editor and contributors explore the practices required of stakeholders within higher education institutions to mediate successful and supportive relationships between disabled learners and their technologies. Ultimately, the book argues that practice in the fields of disability, ICT and higher education is still not providing consistent and widespread positive learning experiences to students with disabilities. In order to address this situation, the field needs to creatively integrate knowledge gained through both research and practice, and to re-imagine what is needed for ICT to meaningfully contribute to a reduction in disadvantage for disabled students. This book will be of interest and value to scholars of disability studies, education and accessibility, and educational technologies.
