Reformers are correct to emphasize that regulatory reform accompany privatization, as privatization without regulation reform may be costly to consumers.Wallsten explores the effects of privatization, competition, and regulation on telecommunications performance in 30 African and Latin American countries from 1984 through 1997.Competition is associated with tangible benefits in terms of mainline penetration, number of pay phones, connection capacity, and reduced prices. Fixed-effects regressions reveal that competition-measured by mobile operators not owned by the incumbent telecommunications provider-is correlated with increases in the per capita number of mainlines, pay phones, and connection capacity, and with decreases in the price of local calls.Privatizing an incumbent is negatively correlated with mainline penetration and connection capacity.Privatization combined with regulation by an independent regulator, however, is positively correlated with connection capacity and substantially mitigates privatization`s negative correlation with mainline penetration.Reformers are right to emphasize a combination of privatization, competition, and regulation. But researchers must explore the permutations of regulation: What type of regulation do countries adopt (price caps versus cost-of-service, for example)? How does the regulatory agency work? What is its annual budget? How many employees does it have? Where do the regulators come from? What sort of training and experience do they have? This dissertation presents an analytical comparison of privatization of the Chilean and Mexican telecommunications industries, beginning with an overview of the telecommunications industry in developing nations. A discussion of the lessons learned from privatization of telecommunications in other developing nations as well as progress to date will follow. A review of the background of telecommunications privatization and lessons from more-developed nations completes the historical background necessary to frame the remaining topics. An examination of recent developments shows how the pressure for reform is mounting, notably because of technological advancements and the increasingly competitive telecommunications global marketplace. The primary focus of the paper is on identifying policies and practices that will maximize the gains from divestiture. Telefonos de Mexico and Compañía de Telecommunicaciones de Chile are examined in a comparative analysis of the privatization processes and results in Mexico and Chile. An examination of research results includes a discussion of socioeconomic issues and their implications followed by a discussion of policy issues and their implications. The paper ends with a discussion of research limitations and suggestions for further research.

Book excerpt: Since the USA Telecommunications Act of 1996, the regulatory frameworks, have led to the requirement of different policy practices in many countries across the world in order to establish sustainable competition in whole telecommunication markets. These regulatory reforms are the privatization of the telecom historical integrated monopoly (the incumbent), the independency of the regulatory authority, the obligation of transparency of the access price and agreements & the unbundling, the separation and the access pricing policies. This paper suggests an empirical investigation on both the individual, and the global impacts of these different regulatory policy practices on broadband deployment. To this end, we construct a panel data covering 107 developed and developing countries over the period of eight years from 2004 to 2011. Using the Instrumental variables (IV) & the Generalized Method of Moments (GMM) with fixed effects and robust to heteroskedastic and autocorrelated errors, we show that the relationship between regulation and broadband investment is an inverted U shape in developed world while it takes a U form in developing countries. This means that in developed countries, a less restrictive regulatory policy spurs broadband deployment while more stringent policy discourages innovation in telecom industry. However, in the developing countries, the regulation has a strict negative impact on broadband deployment.

Book excerpt: Developing countries apply numerous sector-specific taxes to telecommunications, whose buoyant revenues and formal enterprises provide a convenient “tax handle”. This paper explores whether there is an economic rationale for sector-specific taxes on telecommunications and, if so, what form they should take to balance the competing goals of promoting connectivity and mobilizing revenues. A survey of the literature finds that limited telecoms competition likely creates rents that could efficiently be taxed. We propose a “pecking order” of sector-specific taxes that could be levied in addition to standard income and value-added taxes, based on capturing rents and minimizing distortions. Taxes that target possible economic rents or profits are preferable, but their administrative challenges may necessitate reliance on service excises at the cost of higher consumer prices and lower connectivity. Taxes on capital inputs and consumer access, which distort production and restrict network access, should be avoided; so should tax incentives, which are not needed to attract foreign capital to tap a local market.

Book excerpt: Using a comprehensive country-level panel data set covering the period from 1981 to 1998, we examine the impact of privatization and competition in the telecommunications sector around the world. Privatization contributed substantially to labor shedding, output growth, network expansion, and improvements in labor productivity as well as total factor productivity. But how countries privatized is important. On the one hand, share-issue privatization facilitated the development of the mobile market segment. Granting a newly privatized operator a period of exclusive market access, on the other hand, reduced the gains from privatization (owing to the output-restricting tendency associated with market power) but did not entirely negate them. The presence of competitive pressure in the market was associated with more employment, higher output, faster network expansion, and higher labor and total factor productivity. We find evidence of complementarity between privatization and competition in that competition increased the gains from privatization and vice versa. Our estimates show that half of the output growth between 1990 and 1998 was attributable to privatization and competition, after controlling for input growth. Competition appeared to have a larger impact on labor and total factor productivity than did privatization.
