Book excerpt: Among all types of economic activities in Ukraine the power industry is the only one that utilizes cross subsidization mechanisms. Electricity tariffs for the residential consumers are set far below the estimated retail level, while industrial consumers have to pay higher prices in order to compensate for these costs. In 2012 electricity consumption subsidies exceeded 31 billion UAH, which is over 8,7% of Central government budget and 2,3% of Ukraine's GDP.In this study a static computable general equilibrium model with heterogeneous households is applied to investigate distributional and poverty-related effects of price reform in the electricity sector of Ukraine, considering 30%, 50% and 100% subsidies elimination. In addition, different compensating mechanisms for various households' groups are studied. In particular, direct transfers from Central government budget, partial preservation of cross-subsidization and compensation through increase of taxes on production and import of goods and services. The results indicate that essential positive effects from subsidies elimination - lower production costs, output gain and investment intensification are seen, mostly by industrial activities. The highest growth rates are observed for those industries that not only actively consume electricity but also energy intensive goods and services. Regardless of the nature of implemented compensation mechanisms, the decrease in cross-subsidization leads to investments growth: for some scenarios up to 18 billion UAH. At the same time, residential consumers suffer with poor households loosing relatively more than rich. In this context, according to the investigated scenarios, the most appropriate compensatory option is partial preservation of cross subsidization. This approach bears no additional burden on the Government budget and does not require significant regulatory changes. However, given the specific nature of this concept, it should be used only in the case of 30% subsidies reduction. In general, key positive effects of cross-subsidization reduction come from the production costs decrease, manufacturing capacity rise and investments volumes increase in the real sector of Ukrainian economy.

Book excerpt: After a number of critical setbacks and delays in the 16 months since program approval, the authorities have taken important corrective actions to address shocks to program objectives. Early tension around the authorities’ commitment to uphold the independence of the National Bank of Ukraine required a pause to assess policy continuity and to determine possible corrective actions. A prior action for this review and new commitments by the authorities provide a way forward in protecting a key policy pillar under the program. Similarly, adverse Constitutional Court rulings challenged the anticorruption framework in fundamental ways that required restoring its effectiveness before the review could proceed. In a push to make progress on delayed structural benchmarks, the authorities have recently met seven of the nine structural benchmarks set at the time of the program request.

Book excerpt: During the 1990s, a new paradigm for power sector reform was put forward emphasizing the restructuring of utilities, the creation of regulators, the participation of the private sector, and the establishment of competitive power markets. Twenty-five years later, only a handful of developing countries have fully implemented these Washington Consensus policies. Across the developing world, reforms were adopted rather selectively, resulting in a hybrid model, in which elements of market orientation coexist with continued state dominance of the sector. This book aims to revisit and refresh thinking on power sector reform approaches for developing countries. The approach relies heavily on evidence from the past, drawing both on broad global trends and deep case material from 15 developing countries. It is also forward looking, considering the implications of new social and environmental policy goals, as well as the emerging technological disruptions. A nuanced picture emerges. Although regulation has been widely adopted, practice often falls well short of theory, and cost recovery remains an elusive goal. The private sector has financed a substantial expansion of generation capacity; yet, its contribution to power distribution has been much more limited, with efficiency levels that can sometimes be matched by well-governed public utilities. Restructuring and liberalization have been beneficial in a handful of larger middle-income nations but have proved too complex for most countries to implement. Based on these findings, the report points to three major policy implications. First, reform efforts need to be shaped by the political and economic context of the country. The 1990s reform model was most successful in countries that had reached certain minimum conditions of power sector development and offered a supportive political environment. Second, countries found alternative institutional pathways to achieving good power sector outcomes, making a case for greater pluralism. Among the top performers, some pursued the full set of market-oriented reforms, while others retained a more important role for the state. Third, reform efforts should be driven and tailored to desired policy outcomes and less preoccupied with following a predetermined process, particularly since the twenty-first-century century agenda has added decarbonization and universal access to power sector outcomes. The Washington Consensus reforms, while supportive of the twenty-first-century century agenda, will not be able to deliver on them alone and will require complementary policy measures

Book excerpt: This study analyzes the impacts of the financial crisis on power sectors in five countries in the region: Armenia, Kyrgyz Republic, Romania, Serbia and Ukraine. Before the financial crisis, these countries faced expected power shortages as a result of large investment gaps. With the financial crisis, GDP dropped, leading to a drop in demand for electricity. The drop in demand created a window of opportunity for meeting investment needs, but the crisis has limited the sources of financing available to the sector. In the post-crisis period, the study concludes that policymakers need to prioritize public spending and create a legal and regulatory environment more conducive to private investment.

Book excerpt: This book examines the feasibility, content and likely economic impact of a free trade agreement between the European Union and Ukraine. The authors find that a simple and shallow free trade agreement, adding only the elimination of tariffs on trade in goods to the conditions for Ukraine's accession to the WTO, is the most easily feasible option, but would yield only modest benefits for Ukraine and less still for the EU. By contrast, they argue that a deep free trade agreement with the EU, while posing more difficult issues of feasibility, could be a centerpiece of an economic strategy leading Ukraine into rapid growth. Politically, this step would be consistent with Ukraine's European choice and would also be of value to the EU economy in meeting the challenges of globalization and Asian competition. Contributors include T. Huw Edwards (Loughborough University), Ildar Gazizullin, Vira Nanivska, and Olga Shumylo (International Centre for Policy Studies, Kyiv), Daniel Müller-Jentsch (European Commission/World Bank Office for South-East Europe), Matthias Lücke (Kiel Institute for the World Economy), Valeriy Pyatnytskiy (First Deputy Minister of Economy and European Integration, Ukraine), Andreas Schneider (CEPS), Rainer Schweickert (Kiel Institute for the World Economy), and Olexandr Shevtsov (United Nations Development Program, Ukraine).
