Book excerpt: Pascal Salin Many of the texts which have been used for the present book were presented as papers at a conference organized in Brussels by Michiel van Notten for the 1 Institutum Europaeum in December 1980on the subject of European Monetary Union and Currency Competition. However, this book is more than the mere proceedings of a conference. It aims at presenting the reader with an homogenous text, not a patchwork of papers, in spite of the large number of contributors. Though it would be absurd to pretend that these contributors -some of whom are prominent thinkers - agree on everything, their dissenting opinions do not go beyond the usual qualifications one may find in a book of which the final direction is quite clear, but where the requirement of intellectual strictness leads to the analysis of both the pros and the cons of a problem. It may also seem to some that this book deals with two different subjects, currency competition and monetary union, which have been joined together more or less randomly. We believe, however, that this impression will be dis pelled as soon as they commence reading. Both sections of the book deal with one and the same topic: the optimal organization of a monetary system. Present efforts to achieve European monetary unification all suffer from the same preju dices with respect to the organization of the monetary systems within each country and within the world as a whole.

If he were still with us, he would playa prominent role in the current debate on monetary arrangements and on allocation theory, perhaps in cluding environmental issues and urban economics. His contributions are well remembered by his colleagues and friends, by his former students, and by many in the economics profession on both sides of the Atlantic. In extrapolating his great achievements as a scholar and teacher beyond the time of his death, one is inclined to suppose that Egon Sohmen's name would figure high on many a list of candidates for honors and awards in the field of international economics. For the reconstruction of economics in the German language area Egon Sohmen was invaluable. Born in Linz (Austria), he studied in Vienna at the Business School (Hochschule fUr Welthandel, now Wirtscha!tsuniversitiit), then went to the US as a Fulbright scholar (1953), returned to Europe to take his doctorate in Tiibingen, Germany, (1954) and crossed the Atlantic again to teach at MIT (1955-58) where he obtained a Ph. D. (1958) under Charlie Kindleberger. He might have stayed permanently in the US, con tinuing a career that he started as Assistant Professor at Yale University (1958-61), if the US visa provisions had been applied in a more liberal fashion.

Those who have advocated Keynesian-type policies have generally based their arguments on the claim that markets are imperfectly competitive. On the other hand laissez faire advocates have argued the opposite by claiming that in fact free market policies will eliminate "market imperfections" and reinvigorate perfect competition. The goal of this book is to enter into this important debate by raising critical questions about the nature of market competition. Drawing on the insights of the classical political economists, Schumpeter, Hayek, the Oxford Economists’ Research Group (OERG) and others, the authors in this book challenge this perfect versus imperfect competition dichotomy in both theoretical and empirical terms. There are important differences between the theoretical perspectives of several authors in the broad alternative theoretical tradition defined by this book; nevertheless, a unifying theme throughout this volume is that competition is conceptualized as a dynamic disequilibrium process rather than the static equilibrium state of conventional theory. For almost all the others the growth of firm is consistent with a heightened degree of competitiveness, as both Marx and Schumpeter emphasized, and not a lowered one as in the conventional 'monopoly capital' view.
