The use of leaching test methods is increasing in various areas including: waste treatment and disposal; incineration of waste; soil clean-up and reuse of cleaned soil; sludge treatment. This has led to (and may increasingly lead to) the development of a large number of very similar tests in these different fields. However, these developments are taking place with no clear understanding of their mutual relationships. In view of these developments, efforts are needed to harmonize the leaching procedures that could be adapted for different matrices, as well as validate the use of existing tests in other fields. The development of a wide variety of leaching/extraction tests for different matrices is undesirable from a regulatory point of view and undesirable for industry. Clarity in testing is crucial in producer-consumer relations. This collective document will assist in improving the understanding of leaching from a variety of sources and will, where appropriate, help to bring together the approaches used in different technical fields and in different countries.

CRA has become an increasingly accepted research tool and has helped to characterize environmental profiles and priorities on the regional and national level. CRA may be considered as part of the more general but as yet quite academic field of multi-criteria decision analysis (MCDA). Considerable research in the area of MCDA has made available methods for applying scientific decision theoretical approaches to multi-criteria problems, but its applications, especially in environmental areas, are still limited. The papers show that the use of comparative risk assessment can provide the scientific basis for environmentally sound and cost-efficient policies, strategies, and solutions to our environmental challenges.

Book excerpt: Regulations under the Resource Conservation and Recovery Act of 1976 (RCRA) include the option of evaluating solid wastes for toxicity by extracting the waste with an acid solution and analyzing the extract for certain toxic metals and pesticides. In this study the three acid extraction procedures compared were the Minnesota Pollution Control Agency (MPCA) "Land Disposal Leach Test," the proposed American Society for Testing and Materials (ASTM) "Leaching of Waste Materials," and the "Extraction Procedure" described in 40 CFR 250.13(d)(2) of the U.S. Environmental Protection Agency's (EPA) proposed regulations implementing Section 3001 of RCRA. Variables of interest in the three procedures included pH, liquid-to-solid ratio, particle size, duration of extraction, and mixing (shaking) method. Generally, greater amounts of metals were extracted (leached) at the lower pH levels regardless of the test procedure used. EPA and MPCA criteria were used to classify the wastes as hazardous or nonhazardous.

The first half of the conference addresses this problem of lack of consensus. Book excerpt: In its present condition, the dam of the tailings pond is less stable than is recommended by international practice. A surveillance system has been established to observe both vertical and horizontal soil movement and the buildup of stresses in the soil. The stability of the dam depends primarily on erosion by shore processes and the consequent reduction of the counterbalance, as well as the reduction in strength of the Cambrian clay underlying the dam caused by creep and by water percolating to the bottom of the pond. The most critical need is to enlarge the counterbalance and to stop erosion. The surveillance system should be supplemented with a system of inclinometers. Monitoring of coastal processes should be continued. At present, the hydrodynamic stress on the dam is minimal because the pebble layer allows drainage of water out of the tailings pond and into the sea. The regulatory requirement to end emissions into the Baltic Sea must be met without causing undesirable hydrodynamic stresses on the dam.
