The sponsor of the research, G-8, Headquarters, Department of the Army, was interested in gaining insights into how various U.S. Army systems compared with similar foreign counterparts in order to identify possible capability gaps, as well as good ideas that other armies might have that the U.S. Army could consider adopting. Based on the time and resources that were available, the research focused on armored fighting vehicles, helicopters, rocket and cannon artillery, and various logistics platforms. The armies that were selected for the comparisons included U.S. allies as well as potential future opponents. The organizing principle for the research was the Army's warfighting functions. These functions include movement and maneuver (air and ground), intelligence, fires (indirect), sustainment, mission command, and protection. The comparison of the Army's systems with their foreign counterparts was performed within this framework. The primary data used to develop comparisons were the on-the-record attributes of a system, such as the range of weapons and the munitions they fire, weight and protection levels of vehicles, carrying capacity of vehicles either in terms of numbers of personnel or cargo, and range and payload characteristics of helicopters. In addition to performing direct system-to-system comparisons, the research was able to identify crosscutting insights and issues that spanned several of the warfighting functions.

Book excerpt: The U.S. Army's current fleet of main battle tanks (MBTs), tracked infantry fighting vehicles (IFVs), tracked self-propelled (SP) artillery, and multiple launch rocket systems (MLRS), which constitutes the nucleus of the Army's armored ground forces, were developed in the 1970s and fielded in the 1980s to counter the Soviet Union's and Warsaw Pact's numerically superior ground forces. The combat performance of these vehicles against Iraqi forces during Operation Desert Storm in 1991 reaffirmed for many the role these systems would play in future Army ground operations. U.S. Army leadership notes for the first time since World War I, that the Army does not have a new ground combat vehicle under development and "at current funding levels, the Bradley and Abrams will remain in the inventory for 50 to 70 more years." Regarding armored vehicle development, the Army suggests "our enemies, and even our friends and allies, have not remained static and, in fact, even our allies are modernizing to such an extent that they have outpaced us in some areas." This comment raises the possibility that in the not-too-distant future, foreign armored vehicle design and capabilities could surpass existing U.S. systems. Observations from current conflicts as well beliefs as to what future conflicts might look like help determine what types of improvements should be made to existing combat vehicles in terms of lethality, survivability, mobility, and maintainability. They may also lead to a conclusion that an entirely new combat vehicle will be required to address current and potential future threats. Comparison of selected U.S. and foreign ground combat systems and observations from current conflicts as well beliefs as to what future conflicts might look like raise implications for U.S. ground combat system modernization.

The West responded with a pledge to supply modern weapons to the otherwise outdated Ukrainian military to counter the Russian threat, especially armor. Ukraine was turned into a vast depot for NATO ammunition and weapons including short-range air defense systems and antitank rockets. Western stocks gradually shrank while numerous cargo lanes transported these weapons to Poland to be hauled by trucks and railways to the Ukrainians. In the meantime, Russia pounded these locations and large quantities of the Western aid disappeared in flames and explosions – as yet more equipment pourerd into Ukrainian hands. The sheer amount is hard to estimate but large quantities were captured by the Russians and occasionally turned against the former owners. This book is a comprehensive guide to all missiles and rockets used by both sides as well as their effect on both military and civilian targets, including Russian ship-borne weapons and anti-ship missiles used so effectively by Ukraine against the Russian cruiser Moskva. Besides the numerous ex-Soviet, Ukrainian, and Russian anti-armor rockets (RPGs) and missiles, of particular interest are the anti-armor missiles and rockets supplied by NATO which includes Javelin and British NLAW, and Brimstone. The war in Ukraine was a full-scale conventional war between the two largest armies in Europe. But without modern weapons, Ukraine’s ability to hold out for an extended period was limited. Its only hope was help by the West. Yet NATO supplies were precisely tracked and often destroyed immediately after unloading. Munitions include projectiles, bombs, rockets, landmines, and missiles. Open burning/open detonation (OB/OD) of these munitions has been a common disposal practice for decades, although it has decreased significantly since 2011. OB/OD is relatively quick, procedurally straightforward, and inexpensive. However, the downside of OB and OD is that they release contaminants from the operation directly into the environment. Over time, a number of technology alternatives to OB/OD have become available and more are in research and development. Alternative technologies generally involve some type of contained destruction of the energetic materials, including contained burning or contained detonation as well as contained methods that forego combustion or detonation. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."
