This book was released on 2017 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Energy Policy Act (EPAct) of 1992, with later amendments, was enacted with the goal of reducing U.S. petroleum consumption by building a core market for alternative fuels and vehicles. The U.S. Department of Energy manages three federal programs related to EPAct; the Sustainable Federal Fleets Program, the State and Alternative Fuel Provider Program, and Clean Cities. Federal agencies and State and Alternative Fuel Provider Fleets are required to submit annual reports that document their compliance with the legislation. Clean Cities is a voluntary program aimed at building partnerships and providing technical expertise to encourage cities to reduce petroleum use in transportation. This study reviews the evolution of these three programs in relation to alternative fuel and vehicle markets and private sector adoption of alternative fueled vehicles to assess the impact of the programs on reduction in petroleum use and greenhouse gas emissions both within the regulated fleets and through development of alternative fuel and vehicle markets. The increased availability of alternative fuels and use of alternative fuels in regulated fleets is expected to improve cities' ability to respond to and quickly recover from both local disasters and short- and long-term regional or national fuel supply interruptions. Our analysis examines the benefits as well as potential drawbacks of alternative fuel use for the resiliency of U.S. cities.

This book provides a concise summary of one of those statutes, the Clean Air Act. It provides a brief history of federal involvement in air quality regulation and of the provisions added by legislation in 1970, 1977 and 1990. It also explains major authorities contained in the Act as well as key terms and references for more detailed information on the Act and its implementation.

Book excerpt: Editor Michael Burger brings together a comprehensive assessment of how one statutory provision - Section 115 of the Clean Air Act, "International Air Pollution" - provides the executive branch of the U.S. government with the authority, procedures, and mechanisms to work with the states and private sector to take national climate action. This collaborative effort reflects the most current thinking on Section 115 and how it relates to the Paris Agreement , the U.S. Supreme Court, and U.S. politics. The contributors dive deep into the key implementation issues EPA, the states and industry would need to address.Federal policymakers in a new presidential administration could use this book as a foundation for developing a national policy regulating greenhouse gas emissions. The book also provides detailed law and policy analyses for environmental lawyers and policy professionals, key to understanding the practice of climate law and policy in the U.S.

Book excerpt: Written primarily for fleet management personnel with purchasing, maintenance, or operations responsibilities, Alternative Fuels: Emissions, Economics, and Performance provides essential information for those who are considering adding alternatively-fueled vehicles to their fleets. Readers will gain a solid understanding of the fundamentals of alternative fuels and the factors that need to be considered when evaluating their use. No prior knowledge of alternative fuels is necessary. Basic information on the various alternative fuels and objective data on the costs of converting, fueling, and operating alternatively-fueled vehicles is covered in this book. Fuel cost, performance, reliability, and availability are addressed. The book also discusses the 1990 amendments to the Clean Air Act and the 1992 Comprehensive National Energy Policy Act. A summary of Texas' state law, considered to be representative of state legislation on alternative fuels and a glossary of key terms, are also included. Eight chapters cover: Review of Engine Technology; Characteristics of Alternative Fuels; Conversion of Spark Ignition Engines; Conversion of Compression Ignition Engines; Refueling Facilities; Legislation and Policies; and Cost Considerations. The book is also an ideal introduction to the topic for legislators, administrators, educators, and anyone interested in learning more about alternate fuels.

Available in PDF, EPUB and Kindle. Book excerpt: The United States and China are the world's top two energy consumers and, as of 2010, the two largest economies. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
