Available in PDF, EPUB and Kindle. Book excerpt: Climate change shaped the political agenda during the last decade with three issues as hot topics: commonly making the headlines: carbon budgets, impact and mitigation of climate change. Given the significant role that forests play in the climate system – as sources, sinks, and through carbon trading – this book update the current scientific evidences on the relationships between climate, forest resources and forest management practices around the world. By including the forest scientists’ expertise from around the world, the book presents and updates a depth analysis of the current knowledge, and a series of case studies focused on the biological and the economic impacts of climate change in forest ecosystems in Africa, Asia, Europe and North and South America. The book will form a valuable resource for researchers and advanced students dealing with sustainable forestry, climate change issues and the effects of climate change on natural resource management.

Book excerpt: This study explores the opportunities and barriers encountered by small-scale, private landowners who are participating in two cases ofthese initial state efforts to connect landowners to carbon market. First, this study presents a literature review illustrating barriers to and opportunities found in accessing carbon markets for small-scale forestry, including community-based forestry. Second, the study presents descriptive case studies of one state-run program and one state-sponsored program. A market chain map is constructed for each program. Finally, this study explores the opportunities and barriers to participation in carbon markets as described by groups of landowners participating in each of the two carbon offset programs.

Available in PDF, EPUB and Kindle. Book excerpt: Recent developments in international policy on Reduced Emissions from Deforestation in Developing countries (REDD) open the way for crediting of carbon saved by rural communities through management of the forests in their vicinity. Since the annual changes in forest carbon stock under this kind of management are relatively small and often under the canopy, they cannot easily be assessed using remote sensing, so ground-level data collection is likely to be essential over large areas of forests. The potential role of communities in measuring, monitoring and reporting carbon stock changes in their forests has been explicitly mentioned in UNFCCC documentation on methodology for REDD+, the extended form of REDD that includes forest enhancement, sustainable forest management and forest conservation. This book presents practical methods by which communities can do it. These methods were developed and tested with communities in villages in Africa and Asia under a six-year research programme. The reliability of the data gathered by the community is shown to be equivalent to that of professional forest inventories while the costs are much lower. Involvement of local communities in collection of this data may be the most cost-effective solution for national REDD+ programmes. Moreover, it could provide the basis for a transparent system for distribution of the financial rewards from REDD+ and the carbon market. The book first presents the policy context, concepts, methods and general results, which include estimates of typical carbon savings resulting from community management in different types of tropical forests. It also looks at the governance issues that may be involved and a variety of ways in which incentive schemes might be designed to encourage communities to participate. The second half of the book is devoted to case studies from the countries involved in the research. These provide both ideas and practical experience to enable agencies to engage with local communities to monitor carbon stock changes.

Book excerpt: This national level study conducted by Asia Network for Sustainable Agriculture and Bioresources (ANSAB) and its consortium partners on behalf of the Multi Stakeholder Forestry Programme (MSFP) of Nepal, assesses and analyses the current status and future potential of developing economically viable and socially and environmentally responsible forest-based industries leading to sustainable, green and inclusive development model in Nepal. The study has prioritized forest enterprises along four major subsectors, namely, timber, non-timber forest products, ecosystem services (especially ecotourism and carbon) and forest bioenergy and developed a thorough understanding of the current status and future potential of the private sector involvement and investment in these subsectors along with the development of appropriate intervention strategies.

Book excerpt: Measurement guidelines for forest carbon sequestration were developed to support reporting by public and private entities to greenhouse gas registries. These guidelines are intended to be a reference for designing a forest carbon inventory and monitoring system by professionals with a knowledge of sampling, statistical estimation, and forest measurements. This report provides guidance on defining boundaries; measuring, monitoring, and estimating changes in carbon stocks; implementing plans to measure and monitor carbon; and developing quality assurance and quality control plans to ensure credible and reproducible estimates of the carbon credits.

Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.
