Book excerpt: Despite declining community college funding being allocated increasingly on the basis of student success, U.S. community college student retention and completion rates over the past decade have either remained steady or decreased, especially for Latino students. Using descriptive statistics and multiple regression models with secondary data procured from the Integrated Postsecondary Education Data System (IPEDS), I analyzed student success rates--full time student retention and completion rates--based on community college financial allocations and Hispanic-serving institution (HSI) status. To equitably analyze community colleges in the sample (n = 909), I separated them into four groups based on institutional size as defined by the Carnegie Classification. Descriptive results indicated that instructional divisions spent an average of 43% of the college's total allocated budget--often more than three times the allocated budget of any other division. Regression results indicated that instructional expenditures had the most consistent impact on student success regardless of college size and that scholarship expenditures and academic support expenditures generally had a negative impact on student retention and completion rates. Regarding Latino student success in particular, findings indicated that the manner in which colleges allocated their funds impacted only small and medium-sized community colleges. Of the nine different types of institutional expenditures, only student services expenditures and public services expenditures had a statistically significant impact on Latino student success. Additionally regression analysis indicated that community college HSI status did not have a large impact on overall full-time student retention and completion rates but did have a significant impact on full-time Hispanic student retention and completion rates for all institution sizes. Findings of this study confirmed that HSI status does impact Latino student success in public community colleges. This finding is consistent with prior studies on the positive impact of instructional expenditures on student success rates. Further research on the specific elements within these expenditure areas is needed to capture how or why they are having this impact on student success. Current and prospective Latino students and their parents seeking to identify higher education institutions conducive to students' academic success should be aware of such findings as they conduct the college search process.

Book excerpt: The role of community colleges is to provide educational opportunities to all segments of a population regardless of academic proficiency or economic ability. This open-access admissions policy is meant to allow equal admission to academic and careertechnical programs for all students. Due to open-access admissions, economically disadvantaged community college students find themselves being admissible to community colleges with uncertain financial ability to pay for community college even though it is at a lower cost than 4-year institutions. Community college students historically face more financial and social barriers than 4-year students in attaining higher education and thus have a greater need for federal financial aid assistance. Students attending community colleges participate in federal grant-in-aid and student loan programs at a higher rate than any other type of institution. With this greater need for financial aid assistance, community college students are still held to the same federal financial aid academic standards. Students receiving federal financial aid must meet the same grade-point average, completion rate, and eligibility limit requirements as their university counterparts. These standards impact students at the community college level at an even higher rate than those at the university. The purpose of this study was to determine if students who do not meet federal financial aid academic standards and are placed on financial aid probation can be retained at the community college level using an online intervention course. The knowledge obtained from the course could facilitate the selection of optimal and cost-effective intervention strategies. Determination is necessary in order to eliminate current online intervention, adapt the intervention methods, or continue supporting intervention through allocating resources to the program that may allow for expansion and outcome inference to future student populations. This study specifically explored the retention of students who do not meet corresponding Satisfactory Academic Progress (SAP) indicators through the inclusion of an online intervention course. Student data were obtained from online course outcomes over multiple semesters from a community college in the Southern Region of the United States, yielding quantitative data for analysis. Educational opportunities tend to be viewed in a dramaturgical or symbolic perspective and viewed as successful based on student outcomes. It was assumed that student outcomes are tangible, and the link between means and ends are clear, meaning student outcome attainment equals employment and life success. In this instance, a return on investment study is not intended, but rather program effectiveness in influencing student outcomes. This program can be considered effective as it provides causation for increased performance, subsequent retention, and positive impact on financial aid status. The addition of an online intervention course supports causation linkage. It also supports the correlation of predicting post-semester cumulative grade point average (GPA), and the performance within the course provides inference to the participant’s future status.

Latinx students disproportionately attend HSIs community colleges, and their poor outcomes is of great concern given the impact on our future workforce. Understanding what leadership looks like at HSIs, how to fortify leadership at HSIs which can, ultimately, improve outcomes for Latinx students, a traditionally underrepresented, underserved minority group, contributes to our social goals of greater equity. A mixed-methods approach was used to investigate leadership at 7 Hispanic-serving community colleges including 73 in-depth qualitative leadership interviews. A comparative case-study approach and descriptive statistics were used to draw from multiple data sources to examine leadership, leadership styles, and the impact of such leadership. The comparative case-study approach juxtaposes institutions situated in a socio-political context with no state funding for community colleges with another high-performing out-of-state institution that has mediated financial hardship with more reliable funding streams and sound financial stewardship while in a different socio-political context. This multi-state study furthers our understanding of challenges faced by leaders at HSIs community colleges and offers valuable evidence on how to improve student experiences, retention, graduation, and transition to post-secondary opportunities. The results illuminate hidden elements of leadership that make HSIs successful and provide a new framework for quality that complements measures such as those offered by Aspen Institute, which influences the distribution of recognition and, at times, funding.

Qualitative research on Latina/o student achievement at community colleges was analyzed utilizing thematic synthesis to develop a conceptual model of Latina/o community college student success. From these themes a conceptual model of institutional culture supportive of Latina/o student success is proposed as well as a planning process to facilitate rethinking the organizational culture to better support Latina/o students.

Book excerpt: This study on Hispanic females (HF) in a two-year community college setting was guided by two research questions. To what extent do persister and non-persister Hispanic female students differ on each of the following 14 selected variables found in Bean and Eaton's (2000) Psychological Model of College Student Retention: 1) age, 2) marital status, 3) employment, 4) household income, 5) number of children, 6) level of planned education, 7) enrollment status, 8) generational status, 9) financial aid assistance, 10) semester hours completed, 11) self-efficacy, 12) motivational goals, 13) institutional commitment, and 14) parental influence? Secondly, do persisters and non-persisters differ in their first semester course-taking patterns and completion rates? The research design used in this study was a non-experimental, quantitative, survey design. A two-part questionnaire was employed to collect background data and information on psychosocial variables. The sample consisted of 424 students of which 124 (29.3%) responded. Of the 124 responders, 88 (71%) were classified as persisters and 36 (29%) were non-persisters. For Research Question 1, chi-square analysis and t-tests were used to analyze the differences between persisters and non-persisters. For Research Question 2, descriptive analyses were employed to provide a profile of the differences in first-semester course-taking patterns and completion rates. This study found that HF persisters differed significantly from HF non-persisters on five background and two psychosocial variables, with persisters tending to be: 1) single, 2) unemployed, 3) more interested in obtaining a bachelor's degree, 4) first in their families to attend college, 5) more influenced by their parents to pursue educational goals, 6) more motivated, and 7) more committed to their institution. Findings related to Research Question 2 showed that HF persisters out performed HF non-persisters as follows: (1) 73% completed their mathematics course compared to 42%, (2) 88% completed an English course compared to 59%, (3) 88% completed college level courses compared to 38%, and (4) only 1.1% withdrew of failed all their classes compared to 16.7%. This study provides suggestions as to how colleges with large enrollments of HF students could work with these students and their parents before and after they first enroll and come on campus. Recommendations are made for improving current advising systems and ford reviewing HF academic, social, and psychological progress.

Book excerpt: Over the past decade there has been a growing number of studies that focus on Hispanic Serving Institutions (HSIs), however, there has only recently been a push to examine these institutions with an asset-based lens given that HSIs may be doing more with less. This study examined how HSIs integrate student and institutional identities and engage in transformative practices and strategies to serve Latinx students and their increasingly diverse students. The study sheds light on how HSIs organize for student success with their existing resources, obtain federal agency support, and strive to serve students with multiple minoritized social identities. To peel back the layers to understand the movements of institutional change this study employed a multiple case study design using public data, websites, and interviews with administrators, faculty, and student affairs staff from three four-year HSI institutions. This allowed for an in-depth understanding of the phenomenon of organizational change and servingness across different levels of work. Garcia, Nuñez & Sansone's (2019) multidimensional conceptual framework effectively revealed the multitude of factors that describe the ways in which institutions operationalize their HSI identity and organize for student success. Through cross-case analysis, findings will guide institutions in disrupting current structures to strive for equity-minded approaches. Key findings are institutions' proactive recruitment efforts, students' role in co-creating culturally sustaining initiatives, data-driven decision making, financial aid as a praxis of care, strategies in diversifying faculty and the use of HSI grants for cross campus collaborative models that creates momentum for a culture shift in institutions. Many of these initiatives were the impetus for institutional transformation embedded in practices after data revealed an increase in more equitable outcomes. Implications for future research and practice on servingness in HSIs is discussed.
